<br />COASTAL MANAGEMENT PROGRAM AND COASTAL BARRIERS <br /> <br />The proposed development of San Marcos Municipal Airport is not located within the <br />jurisdiction of a State Coastal Management Program. The Coastal Zone Barrier <br />resources system consists of undeveloped coastal barriers along the Atlantic and Gulf <br />Coasts. These resources are well outside of the sphere of influence of the airport and <br />its vicinity, and do not apply to the proposed development. This was confirmed by the <br />Texas General Land Office, which indicated that the San Marcos Municipal Airport is <br />not in the Texas Coastal Management Program (CMP) boundary. <br /> <br />WILD AND SCENIC RIVERS <br /> <br />The proposed development of San Marcos Municipal Airport is not located within the <br />vicinity of a designated wild and scenic river. No impacts to wild and scenic rivers is <br />anticipated as a result of the proposed airport development. <br /> <br />WATERS OF THE U.S., INCLUDING WETLANDS <br /> <br />Prior to any development activities, the City of San Marcos should request a <br />jurisdictional delineation from the U.S. Army Corps of Engineers for the development <br />area including the future proposed airport property. This delineation would identifY <br />any waters of the U.S., including wetlands and intermittent streams, under <br />jurisdiction of this agency. If the proposed construction could directly or indirectly <br />affect any waters ofthe U.S., the project might require a U.S. Army Corps of Engineers <br />permit per Section 404 of the Clean Water Act. <br /> <br />On-site investigation did not indicate the presence of any wetland areas. <br /> <br />FLOODPLAINS <br /> <br />The TNRCC was contacted regarding floodplain. The following was TNRCC's <br />response: "It has been determined from a review of the information provided that an <br />Application for TNRCC Approval of Floodplain Development Project need not be filed <br />with TNRCC. Our records show that the community is a participant in the National <br />Flood Insurance Program and as such has a Flood Hazard Prevention Ordinance/Court <br />Order. Accordingly, care should be taken to ensure that the proposed construction <br />takes into account the possible Flood Hazard Areas within the community's <br />floodplains. Please notify the community floodplain administrator to ensure that all <br />construction is in compliance with the community's Flood Hazard Prevention <br />Ordinance/Court Order." <br /> <br />A-10 <br />
