under IFR and participating VFR
aircraft arriving and departing the San
Marcos Municipal Airport.

LOCAL AIR
TRAFFIC CONTROL

Although San Marcos Municipal Airport
is not served by an airport traffic
control tower (ATCT), pilots can
broadcast their intention and position
on the common traffic advisory
frequency (CTAF) channel 123.05 Mhz.
Although flights originating and ending
at San Marcos Municipal Airport
operate in Class E airspace, Austin-
Bergstrom Airport and San Antonio
International are regulated within
Class C airspace. Aircraft operating
within either Class C airspace are
controlled by Austin or San Antonio
approach/ departure control.

AREA LAND USE
AND ZONING

The San Marcos Municipal Airport
consists of 1,356 acres of land. The
airport is shown on the City of San
Marcos Future Land Use Maps as
Public/Institutional zoning. Six to seven
hundred acres are leased for
agriculture, predominantly corn, cotton,
and hay. Another 124 acres of land
south of the entry is reserved for non
aviation use and has been designated
by City ordinance to be a Foreign Trade
Zone (FTZ). The FTZ was created to
entice industry and trade through duty
free trade. Since that time the North
American Free Trade Agreement
(N AFT A) has lowered tariff barriers
with neighboring countries. This may

1-16

affect the future ability of the FTZ to
attract trade.

Although the San Marcos Municipal
Airport is located entirely within the
corporate limits of San Marcos, other
jurisdictions may also be affected by
any proposed changes. The airport
boundaries lie predominantly within
Caldwell County. The northwest area of
the airport, acquired to control
instrument takeoff and landing fea tures
for Runway 12-35, lies within Hays
County, as does the City of San Marcos.
The small residential community of
Reedville is situated directly southeast
of the airport and Runway 12. Another
small subdivision lies across from the
Jobs Corps, south of Arnold Drive.

The Gary Job Corps Center occupies the
buildings lying south of the airport
property and within the airport
environment. It is one of the 110 Job
Corps facilities run by the United
States Department of Labor, begun in
1964 to train and educate "at risk"
youth from ages 16 to 24.

Review of existing and future zoning
and land use plans indicate that the
area surrounding the airport, which is
unincorporated, will remain primarily
agricultural.

HEIGHT ZONING

Use of the existing properties and
planned future uses of land near the
San Marcos Airport include height and
obstruction considerations. Vernon's
Revised Statutes for the State of Texas
regarding the use of state funds for
airport improvement require establish-
