It <br />is likely, however, that the FAA would <br />require that the local agency personnel <br />be equipped with the appropriate <br />training and equipment necessary to <br />accommodate ARFF needs of the <br />specific aircraft and operational <br />environment of the airport. Thus, even <br />if full Index A ARFF requirements may <br />not be required on-airport, upgrading <br />local fire department personnel and <br />equipment and maintaining annual <br />training would be costly. <br /> <br />Additional Costs To Complete <br />The Certification Process <br /> <br />The ACM which the airport is required <br />to prepare contains the following <br />information: <br /> <br />· General Information <br />· Organization and Management <br />· Airport Information <br />· Maintenance and Inspection <br />Program <br />· Operational Safety <br />· Hazardous Materials <br />· Aircraft Rescue and Firefighting <br />· Snow and Ice Control <br />· Airport Emergency Plan <br />· Wildlife Hazard Management <br />· Maintenance of Certification <br />Manual <br /> <br />There are several categories under the <br />Maintenance and Inspection Program <br />which will need to be addressed, <br />including: personnel, equipment, and <br />procedures; recordkeeping; safety <br />standards and maintenance procedures; <br />and airport condition reporting. <br />Furthermore, the safety standards and <br />maintenance procedures include the <br />following: pavement areas; pavement <br /> <br />3-17 <br /> <br />maintenance procedures; safety areas; <br />safety area maintenance procedures; <br />marking and lighting; traffic and wind <br />direction indicators; and obstruction <br />removal, marking, and lighting. Under <br />the current "limited" certificate, an <br />airport has been required to address the <br />following seven items: <br /> <br />· Inspection Authority <br />· Airport Certification <br />Specifications <br />· Personnel <br />· PavedlUnpaved Areas <br />· Safety Areas <br />· Marking and Lighting <br />· Airport Condition Reporting <br /> <br />While much of the information <br />necessary to complete the certification <br />manual will be available to the Airport <br />Manager, considerable time and effort <br />will need to be expended in preparing <br />and organizing the information, <br />outlining daily reporting responsi- <br />bilities, updating emergency plans, and <br />ensuring that the airport meets all of <br />the safety and security requirements <br />under Part 139. <br /> <br />Self-Inspection Program <br /> <br />Under Part 139, the certificate holder <br />shall maintain sufficient qualified <br />personnel to comply with the <br />requirements of the certification <br />manual. To comply with these <br />requirements, at least one person may <br />need to be added to City of San Marcos <br />staff to conduct Part 139 self-inspection <br />of the airport facilities on a daily basis. <br />This person must be trained in the <br />identification of deficiencies and the <br />necessary reporting techniques to report <br />those deficiencies.
