<br />below reflect the addition of one new <br />staff member. <br /> <br />Snow And Ice Control <br /> <br />It is difficult to determine at this time if <br />additional equipment will be necessary <br />for snow and ice control. However, the <br />snow and ice control plan prepared by <br />the airport will need to address prompt <br />removal of snow and ice and notification <br />procedures to air carriers when a <br />portion of the movement area is <br />unavailable. No additional costs are <br />anticipated. <br /> <br />Hazardous Materials <br /> <br />Under Part 139, each certificate holder <br />that serves a cargo handling agent shall <br />establish and maintain procedures for <br />the protection of persons and property <br />on the airport during the handling and <br />storing or any material regulated by the <br />hazardous materials regulations, that <br />is, or intended to be, transported by air. <br />In addition, the certificate holder shall <br />establish and maintain standards <br />acceptable to the F AAAdministrator for <br />the protection against fire and <br />explosions in storing, dispensing, and <br />otherwise handling fuels, lubricants, <br />and oxygen on the airport. These <br />standards shall cover facilities, <br />procedures, and personnel training. <br />Since aircraft fuels a:;'ld lubricants are <br />available at San Marcos Municipal <br />Airport, this section would be required <br />under Part 139. This would involve the <br />development of airport rules and <br />regulation regarding the handling, <br />storage, and dispersement of fuels and <br />lubricants on the airport. In addition, <br />the airport operator would be <br /> <br />3-18 <br /> <br />responsible for conducting quarterly <br />inspections of firms and individuals <br />handling, storing and dispersing fuels <br />and lubricants at the airport. Records <br />of these inspections must be kept for a <br />minimum of twelve (12) months. <br /> <br />Airport Emergency Plan <br /> <br />The airport emergency plan is designed <br />to minimize the possibility and extent of <br />personal injury and property damage on <br />the airport in various emergency <br />situations. The plan would require the <br />airport and supporting medical facilities <br />to review the plan once every twelve <br />(12) months. As a Class IV airport, <br />however, a full-scale airport emergency <br />exercise would not need to be done. <br /> <br />Ground Vehicles <br /> <br />The airport is required to limit the <br />access of ground vehicles in movement <br />areas to those vehicles necessary for <br />airport operations. This would require <br />that all personnel operating ground <br />vehicles on the movement and safety <br />areas be trained in the proper operation <br />and safety procedures on the airport. <br />Any incident or accident involving an <br />airport ground vehicle shall be <br />documented and made available to the <br />FAA Administrator upon request. <br /> <br />Obstructions <br /> <br />Each certificate holder shall ensure that <br />each object in each area within its <br />authority which exceeds any of the <br />heights or penetrates the imaginary <br />surfaces described in Part 77, is either <br />removed, marked, or lighted.
