Additional costs are <br />anticipated for protection of navaids or <br />public protection. <br /> <br />Wildlife Hazard Management <br /> <br />The certificated airport shall provide an <br />ecological study to the FAA <br />Administrator when any incident or <br />accident occurs on or near the airport <br />involving birds or other wildlife. This <br />study shall examine the event, the <br />species and numbers involved, location <br />of incident/accident, and a description of <br />the wildlife hazard to air carrier <br />operations. If a wildlife hazard <br />management plan is determined <br />necessary, according to the FAA <br />Administrator, a plan shall be <br />submitted to the FAA Administrator for <br />approval prior to the implementation. <br />This plan will designate those personnel <br />responsible for its implementation and <br />the action to be taken. If any incidents <br />or accidents occur involving birds or <br />other wildlife, the airport could be <br />required to implement a wildlife hazard <br />management plan. <br /> <br />Summary <br /> <br />The cost of ARFF equipment and <br />facili ties are eligible for federal <br />participation under the Airport <br />Improvement Program (with a 10 <br /> <br />3-19 <br /> <br />percent local match). In addition, the <br />cost for removing (or lighting) <br />obstructions is also eligible. While no <br />costs have been estimated for pavement <br />or safety areas, these items would also <br />be eligible for federal reimbursement, if <br />improvements or upgrades are deemed <br />necessary. <br /> <br />While the information presented is very <br />preliminary, it provides a relative <br />magnitude of the representative costs <br />associated with upgrading San Marcos <br />Municipal Airport to fulfill the <br />requirements of a Part 139 certificate. <br /> <br />LANDSIDE <br />REQUIREMENTS <br /> <br />Landside facilities are those necessary <br />for handling of aircraft and passengers <br />while on the ground. These facilities <br />provide the essential interface between <br />the air and ground transportation <br />modes. The capacities of the various <br />components of each area were examined <br />in relation to projected demand to <br />identify future landside facility needs. <br /> <br />GENERAL AVIATION <br />FACILITIES <br /> <br />Aircraft Storage Hangars <br /> <br />The demand for aircraft storage <br />hangars typically depends upon the <br />number and type of aircraft expected to <br />be based at the airport. For planning <br />purposes, it is necessary to estimate <br />hangar requirements based upon <br />forecast operational activity. However, <br />hangar development should be based on <br />actual demand trends and financial <br />investment conditions. <br />
