is centered now at the western portion
of the airport. The main terminal apron
can become somewhat congested.
Future planning should consider ways
to alleviate this congestion to ensure
adequate space availability at the
terminal building. Also, much of the
apron on the eastern portion of the
flight line, near the CAF is old and
needs to be refurbished or replaced.

GENERAL AVIATION
TERMINAL FACILITIES

General aviation terminal building
space is required for waiting
passengers, a pilot's lounge and flight
planning, concessions, management,
storage, and various other needs.
Presently, space is available in the
general aviation terminal building to
accommodate these needs. Future
terminal requirements have been
determined and are shown on Exhibit
3D.

It should be noted that the general
aviation facilities provided at HYI will
be the first thing a business traveler
will see which represents the city of San
Marcos. Consideration of a first class
general aviation passenger transfer
facility should always be weighed when
the airport's role is to accommodate
business travelers. According to the
analysis presented on Exhibit 3D, the
existing general aviation terminal
building is undersized to meet existing
demand. Future planning will consider
expansion of the existing facility or the
construction of a new building. It
should be noted that not all terminal
space is required to be provided at the
main terminal building. Spaces

3-21

provided at other airport FBO's will
serve passenger needs as well.

General aviation vehicular parking
demands have also been determined for
San Marcos Municipal Airport. Space
determinations were based on an
evaluation of the existing airport use as
well as industry standards. Terminal
automobile parking spaces required to
meet general aviation itinerant and
FBO operator demands were calculated
by multiplying design hour itinerant
passengers by the industry standard of
1.9 in the short term, increasing to 2.5
for the ultimate term as corporate
operations increase.

The parking requirements of aircraft
owners should also be considered.
Although some owners prefer to park
their vehicle in their hangar, safety can
be compromised when automobile and
aircraft movements are intermixed. For
this reason, separate parking require-
ments which consider one half of based
aircraft at the airport were applied to
general aviation automobile parking
space requirements. Parking
requirements are summarized on
Exhibit 3D.

The airport currently provides a 48
space automobile parking lot adjacent
the terminal building. Additional
parking lots are provided adjacent
airport FBO's. Most of these parking
lots are gravel or broken asphalt and
are in poor condition. Future
automobile parking needs should
consider paved surfaces adjacent to the
airport FBOs, with dedicated paved
parking lots for based aircraft owners.
If the airport were to be certified under
F.A.R. Part 139, security issues would
