RESOLUTION NO. 2010 - 136 R <br />A RESOLUTION AMENDING RESOLUTION 2010 -117 BY ADDING TO THE CITY OF <br />SAN MARCOS' LEGISLATIVE ACTION PROGRAM SUPPORT FOR INCREASED AND <br />IMPROVED FINANCIAL AND EDUCATIONAL INTIATIVES FOR HIGHER EDUCATION <br />AND DECLARING AN EFFECTIVE DATE. <br />RECITALS <br />1. WHEREAS, recent trends continue to indicate that the population of Texas is becoming <br />increasingly urbanized, and this increasing urbanization presents challenges to Texas cities in <br />terms of public safety, planning, transportation, utilities and other municipal services, and the <br />revenue and legal authority needed to provide these services; and <br />2. WHEREAS, Texas cities are now subjected to unprecedented fiscal demands for public <br />services in an environment of limited taxation and inadequate financial resources; and <br />3. WHEREAS, Texas cities, to respond to these challenges in a prudent and responsible manner, <br />must have the legal authority to respond to the challenges effectively, and must not have <br />mandates imposed on them at the State level that drain or usurp local revenue sources; and <br />4. WHEREAS, The City Council of the City of San Marcos has adopted a set of goals to support <br />economic development, transportation, regional collaboration, and environmental protection and <br />smart growth; <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br />Part 1: That the City of San Marcos adopts the following positions on legislative actions during <br />the 82th Session of the Texas Legislature in 2011 in the interests of the San Marcos community: <br />A. Support legislative action to protect water resources for the City <br />i. Support legislative action to encourage protection of spring flows and <br />limitations on pumping in times of drought and otherwise supporting <br />measures to protect the Edwards Aquifer and spring flows. <br />ii. Support legislative action to provide new sources of funding for water <br />infrastructure. <br />iii. Support legislative action to create legal requirements and programs to <br />provide funding for water conservation. <br />1 <br />
