C. Authorize enforcement by the City of land use and development regulations for <br />the ETJ Parcel other than those that apply within the City's boundaries, as may be <br />agreed to by the Parties; <br />D. Specify the uses and development of the ETJ Parcel before and after annexation, <br />if annexation is agreed to by the Parties; <br />E. Provide for infrastructure for the ETJ Parcel, including but not limited to streets <br />and roads, street and road drainage, land drainage, and water, wastewater and <br />other utility systems; and <br />F. Include other lawful terms and considerations for the ETJ Parcel the Parties <br />consider appropriate. <br />WHEREAS, the City is authorized to make and enter into this written Agreement with <br />Carma with respect to the City Parcel and the ETJ Parcel (after annexation thereof) to <br />accomplish the following purposes: <br />A. To rezone the City Parcel and zone the ETJ Parcel (after annexation thereof) in <br />accordance with the Governing Regulations (as defined in § 1.03 below); <br />B. To process and approve development applications for the City Parcel and the ETJ <br />Parcel (after annexation thereof) provided such applications are in substantial <br />compliance with the Governing Regulations, <br />C. To enforce municipal land use and development regulations for the City Parcel and <br />the ETJ Parcel (after annexation thereof) to the extent the same are consistent with the <br />Governing Regulations, <br />D. To specify the uses and development of the City Parcel and the ETJ Parcel (after <br />annexation thereof) provided such uses and development are consistent with the <br />Governing Regulations; <br />E. To provide for infrastructure for the City Parcel and the ETJ Parcel (after annexation <br />thereof), including but not limited to streets and roads, streets and road drainage, land <br />drainage, water, wastewater and other utility systems the Parties consider appropriate; <br />and <br />F. To include such other terms and considerations for the City Parcel and the ETJ Parcel <br />(after annexation thereof) the Parties consider appropriate. <br />WHEREAS, the City has the authority to adopt tax increment financing pursuant to the <br />Tax Increment Financing Act, TEX. TAX CODE, Ch. 311, as amended (hereinafter sometimes <br />"the Act ") for areas within its jurisdiction designated by the City as reinvestment zones; <br />
