2. Retail uses containing more than 30,000 square feet of floor area per certificate of <br />occupancy. <br />C. Commercial Building Requirements - All commercial buildings, that may include optional <br />residential uses, must comply with the following requirements. <br />1. Facades and Exterior Walls: <br />a. No uninterrupted length of any fagade shall exceed fifty (50) horizontal feet. <br />b. Ground floor facades that face public streets shall have arcades, display <br />windows, entry areas, awnings, or other such features along no less than 40% of <br />their horizontal length. <br />2. Materials and Colors - Facades and roofs shall be of low reflectance, subtle, neutral or <br />earth tone colors. The use of high intensity colors, metallic colors or fluorescent colors is <br />prohibited. <br />3. Roofs -Roofs shall have at least one of the following features: <br />a. If a flat roof is constructed, all sides of the building shall have a mansard or <br />built-up parapet wall roof at least four feet (4') in height. <br />b. Overhanging eaves, extending no less than three (3) feet past the supporting <br />walls. <br />c. Three or more roof slope planes. <br />D. Additional Requirements <br />1. Building Exteriors - The exposed exterior walls of each building must contain 80%a <br />masonry. <br />2. Exterior Building Lights - Lights shall be placed on buildings in a manner so as not to be a <br />nuisance. <br />3. HVAC Systems - All ground level air conditioner condenser units must be hidden from <br />street view or placed on the roof. <br />4. Backyard Walls These shall be constructed 100%0 masonry materials or wrought-iron <br />fencing. Any gates must be constructed of wrought iron. <br />5. Height - The height of Mixed-Use Area buildings shall provide a harmonious scale <br />transition to the Low Density Residential Area and shall be treated in such a way that will <br />promote architectural identity that is in scale with the community (e.g., articulation of <br />building base and middle with distinctive roof silhouette). <br />6. Surface Parking Lots - Surface parking lots are permitted within the Mixed-Use Area, <br />provided that they are not located adjacent to boundary streets to the Mixed Residential <br />Area. All surface lots shall be well landscaped; hedges and other types of lowplanting <br />and screening shall be provided along all street frontages and other public places. <br />7. Location of Unsightly Equipment - Dumpsters, mechanical equipment, storage areas and <br />areas used for refuse collection shall be located so as to not detract from public use <br />areas, as determined by the Director. <br />8. Designated loading and service areas shall not be permitted along boundary streets to <br />the Mixed Residential Area. <br />9. Additional Parking Regulations - The required parking for a use may be located anywhere <br />in the Mixed-Use Area. Community parking facilities are encouraged. <br />2.3.10. Roadway Improvements <br />1. All roadway improvements shall be built to City specifications and dedicated as public roads. Right-of- <br />Way and Pavement Sections will be in accordance with Exhibit "C" as described below, and as shown on <br />the Land Use Plan, Exhibit "B". <br />2. Streets classified as BVD-110, BVD-80, BVD-74; and RS-58 may be referred to collectively as "Major <br />Streets"; streets classified as RS-50, may be referred to collectively as "Residential Streets"; and alleys <br />classified as AL1-20 may be referred to collectively as "Alleys". <br />3.
