9. Consider adoption on second and final reading of Ordinance 2010 -58 annexing to the City an area consisting of 906.532 acres of land, more or less, located at the terminus of Centerpoint Road and Hunter Road; approving a Service Plan for this area; and including procedural provisions. MOTION: Upon a motion made by Councilmember Terry and a second by Councilmember Thomason, the City Council voted seven (7) for and none (0) opposed, to adopt Ordinance 2010 -58, as previously captioned. The motion carried unanimously. 10. Consider adoption of Zoning Ordinance 2010 -59 concerning a 1,338.584 acre, more or less, tract of land out of the John Williams Survey, Abstract No. 471, the Edward Burleson Survey No. 18, Abstract No. 63, the Nathaniel Hubbard Survey No. 35, Abstract No. 230 and the Isaac Lowe Survey, Abstract No. 287 located in the area of Hunter Road and Centerpoint Road; amending to the Future Land Use Map from "HDR" High Density Residential, "OS" Open Space, and "I" Industrial to "C" Commercial for a 60.294 acre, more or less, portion of said tract; amending the Official Zoning Map of the City by rezoning said 60.294 acre portion from "FD" Future Development District to "PDD" Planned Development District with base zoning of "GC" General Commercial District; amending the Official Zoning map of the City by rezoning a 1,278.29 acre, more or less, portion of said tract from "FD" Future Development District to "PDD" Planned Development District with base zoning of "MU" Mixed Use District; approving a Land Use Plan and Development Standards for the Paso Robles PDD; including procedural provisions; and providing for penalties. MOTION: Upon a motion made by Councilmember Terry and a second by Councilmember Porterfield. AMENDMENT: Upon a motion to amend by Councilmember Terry and a second by Councilmember Porterfield, to add Autobahn exhibits that were provided by Carma Paso Robles, the City Council voted seven (7) for and none (0) opposed. AMENDMENT: Upon a motion to amend by Councilmember Jones and a second by Councilmember Thomaides, to add that Paso Robles provide the testing result documents annually, the City Council voted seven (7) and none (0) opposed. MAIN MOTION: the City Council voted five (5) for and two (2) opposed, Councilmember Thomaides and Councilmember Bose voting against the adoption of Ordinance 2010 -59, as previously captioned.
