• • Anita Fuller supports this zoning change. She stated many miscommunications regarding <br />this zoning. <br />• Pam Couch supports this zoning change. She thanked the developer for being a smart <br />businessmen and choosing San Marcos. <br />• Edwin R. Coleman, Craddock Avenue Partners, supports this zoning change. He stated <br />this zoning meets 8 out of 9 Horizon Master Plan requirements, support Planning & <br />Zoning Commission, City Staff, City Master Plan, State Regulations and City Code. <br />There being no further comments, the Public Hearing was closed at 8:23 p.m. <br />MOTION: Upon a motion made by Councilmember Terry and a second by Councilmember <br />Porterfield, the City Council voted four (4) for and three (3) opposed, Councilmember Jones, <br />Councilmember Thomaides, and Councilmember Bose voting in opposition, to adopt Ordinance <br />2010 -62, as previously captioned. The motion carried. <br />21. Consider an ordinance amending the City's 2010 -2011 Budget to authorize the expenditure <br />of funds out of General Fund supported CIP Interest Earnings in the sum of $75,000.00 for an <br />.economic development incentive under Chapter 380 of the Texas Local Government Code to <br />Bolton Real Estate Investments, L.L.C.; and providing an effective date; and consider on first <br />of two readings. <br />MOTION: Upon a motion made by Councilmember Terry and a second by Councilmember <br />• Porterfield, the City Council voted seven (7) for and none (0) opposed, to approve the ordinance on <br />first of two reading, as previously captioned. The motion carried unanimously. <br />22. Consider an ordinance amending the City's 2010 -2011 Budget to authorize the expenditure <br />.of funds out of the Hotel Occupancy Tax Fund balance in the sum of $65,000.00 to fund the <br />Marketing Program of San Marcos Premium Outlets; and providing an effective date; and <br />consider on first of two readings. <br />MOTION: Upon a motion made by Councilmember Terry and a second by Councilmember <br />Porterfield, the City Council voted six (6) for and none (0) opposed, Councilmember Jones abstained, <br />to approve ordinance on first of two readings, as previously captioned. The motion carried. <br />23. Consider an ordinance amending section 86.198 of the San Marcos City Code to exempt <br />11abitat for Humanity from the requirement to pay water and sewer service connection fees, <br />.electric power pole charges, and transformer cost recovery fees for new homes constructed by <br />that entity: including procedural provisions; and declaring an effective date; and consider on <br />first of two readings. <br />MOTION: Upon a motion made by Councilmember Jones and a second by Councilmember Terry, <br />the City Council voted seven (7) for and none (0) opposed, to approve ordinance on first of two <br />readings, as previously captioned. The motion carried unanimously. <br />24.
