Provisions; and consider on first of two readings. <br />MOTION: Upon a motion made by Councilmember Terry and a second by Councilmember <br />Thomason, the City Council voted seven (7) for and none (0) opposed, to approve ordinance on first <br />of two reading, as previously captioned. The motion carried unanimously. <br />25. Consider adoption of Ordinance 2010 -63 General Obligation Refunding Bonds, Series 2010 <br />in the aggregate principal amount not to exceed $20,000,000; approving an official statement, a <br />,paving agent /registrar agreement, a bond purchase agreement and an escrow agreement; <br />establishing the procedures for selling and delivering the bonds; and authorizing other matters <br />relating to the bonds. <br />MOTION: Upon a motion made by Councilmember Terry and a second by Councilmember <br />Porterfield, the City Council voted seven (7) for and none (0) opposed, to adopt bond Ordinance <br />2010 -63, as previously captioned. The motion carried unanimously. <br />is <br />26. Reconsideration of Ordinance 2010 -59, adopted on October 5, 2010 concerning a 1,338.584 <br />nacre, more or less, tract of land out of the John Williams Survey, Abstract No. 471, the Edward <br />.Burleson Survey No. 18, Abstract No. 63, the Nathaniel Hubbard Survey No. 35, Abstract No. <br />230 and the Isaac Lowe Survey, Abstract No. 287 located in the area of Hunter Road and <br />Centerpoint Road; amending to the Future Land Use Map from "HDR" High Density <br />Residential, "OS" Open Space, and "I" Industrial to "C" Commercial for a 60.294 acre, more <br />or less, portion of said tract; amending the Official Zoning Map of the City by rezoning said • <br />60.294 acre portion from "FD" Future Development District to "PDD" Planned Development <br />District with base zoning of "GC" General Commercial District; amending the Official Zoning <br />map of the City by rezoning a 1,278.29 acre, more or less, portion of said tract from "FD" <br />Future Development District to "PDD" Planned Development District with base zoning of <br />"MU" Mixed Use District; approving a Land Use Plan and Development Standards for the <br />Paso Robles PDD; including procedural provisions; and providing for penalties. <br />The San Marcos City Council choice not to reconsider Ordinance 2010 -59, which was previously <br />adopted on October 5, 2010. <br />27. Consider adoption of Resolution 2010 -163R approving the appointment of a City Clerk; <br />'and declaring an effective date. <br />MOTION: Upon a motion made by Councilmember Jones and a second by Councilmember Terry, <br />the City Council voted seven (7) for and none (0) opposed, to adopt Ordinance 2010 -163R, as <br />previously captioned. The motion carried unanimously. <br />28. Consider the removal from table on the September 7, 2010 and September 21, 2010 Regular <br />Meetings and hold a discussion on implementation of an Ordinance that would require door-to- <br />door solicitors to register with the City of San Marcos, and provide direction to Staff. <br />29. Consider the removal from table on the September 21, 2010 Regular Meeting and receive a <br />'presentation and hold a discussion regarding Utility Review Methodologies, and provide • <br />October 19, 2010 San Marcos City Council Regular Meeting Page 6 <br />
