• direction to Staff. <br />MOTION: Upon a motion made by Councilmember Porterfield and a second by Councilmember <br />Thomason, the City Council voted seven (7) for and none (0) opposed, to table Items 28 and 29 until <br />the City Council Regular Meeting scheduled for November 1, 2010. The motion carried <br />unanimously. <br />30. Discussion regarding Compliance Aviation proposal and direction to Staff. <br />,Laurie Moyer, Interim City Manager, stated the Compliance Aviation is requesting a resolution that <br />would recognize their request for a ground lease for the plot of land located between the new Airport <br />Control Tower and Gryphon Aviation (aka "Texas State Aviation "). They also ask that the City not <br />entertain any other proposals to build on all or part of that plot until a contract is finalized or <br />negotiations are completed in writing. The San Marcos City Council provided direction to have the <br />proposal go to Texas Aviation and for them to take through the proper channels. <br />31. Discussion and update on proposed TDS recycling rate increase and contract negotiations, <br />and provide direction to Staff. <br />Sabas Avila, Public Services, provided a powerpoint presentation regarding solid waster and <br />recycling waste rate options. Provided direction to come back with recycling proposed rates and <br />educational programming material. <br />• 32. Receive a presentation and hold a discussion regarding Marketing Incentives for Premium <br />:Outlets for FY2011, and direction to Staff. <br />Lorena Garcia introduced Dan Davila, General Manager of Premium Outlets. She provided a <br />powerpoint presentation of the Premium Outlets' Marketing plan. The City Council agreed by <br />consensus to bring back a comparison of previous year's proposal and to see if the Hotel and Motel <br />Occupancy Tax should be used to see if there is different advertisement needs. <br />:33. Receive a presentation on the City of San Marcos Communications and Public Outreach <br />Programs, and provide direction to Staff. <br />Melissa Millecam, Directors of Communications and Intergovernmental Relations, provided a <br />powerpoint presentation regarding communication and public outreach programs. <br />34.
