Facilities to Chapter 8 and by allowing the land use as a conditional use in General Commercial <br />and Heavy Commercial Zoning Districts under the Land Use Matrix provided in Chapter 4; <br />providing a savings clause; providing for the repeal of any conflicting provisions; providing an <br />effective date; and consider ordinance on the first of two readings. <br />is MOTION TO REMOVE: Upon a motion made by Councilmember Thomason and a second by <br />Councilmember Scott, the City Council voted (6) for and (0) opposed, to remove the item from table, as <br />previously captioned. Councilmember Jones was not present. The motion carried unanimously. <br />MOTION: Upon a motion made by Councilmember Porterfield and a second by Councilmember <br />Thomason, MOTION TO AMEND: Upon a motion made by Councilmember Terry and a second by <br />Councilmember Thomason, the City Council voted (4) for and (1) opposed (Councilmember Scott), <br />and one (1) abstained (Councilmember Prather - affidavit for business was filed with the City Clerk's <br />Office -see attached), to remove percent language from the document. MAIN MOTION: The City <br />Council voted (5) for and (0) opposed, and (1) abstained (Councilmember Prather - affidavit for business <br />was filed with the City Clerk's Office -see attached) to adopt Ordinance 2010 -72, to approve the <br />Ordinance on the first of two readings. The motion carried. Councilmember Jones was not present. <br />21. Consider an ordinance amending provisions of Chapter 66, the Solid Waste Ordinance, pertaining <br />to the collection and disposal of solid waste and recyclables; including procedural provisions, <br />providing an effective date; and consider ordinance on the first of two readings. <br />MOTION: Upon a motion made by Councilmember Porterfield and a second by Councilmember <br />Thomason, MOTION TO AMEND: Upon a motion made by Councilmember Porterfield and a <br />second by Councilmember Thomason, the City Council voted (6) for and (1) opposed (Councilmember <br />Jones), to amend sections 66.01 and 66.031. The motion carried. MAIN MOTION: The City Council <br />voted (7) for and (0) opposed to adopt Ordinance 2010 -73, to approve the Ordinance on the first of two <br />readings. The motion carried unanimously. <br />022. Consider adoption on second and final reading of Ordinance 2010 -71 reading changing the rate <br />for once per week residential solid waste collection and every other week single stream recycling <br />service from $15.75 to $15.51 per month, implementing single stream multi - family recycling <br />service and adopting a monthly rate not to exceed $4.40 for such service; including procedural <br />provisions; and providing an effective date of February 1, 2011 for said rates. <br />MOTION: Upon a motion made by Councilmember Jones and a second by Councilmember <br />Porterfield, the City Council voted (7) for and (0) opposed, to adopt Ordinance 2010 -71, as previously <br />captioned and also to include bag charges of $51$8. The motion carried unanimously. <br />23. Remove from table (November 1, 2010 Regular Meeting) and consider adoption of Resolution <br />2010 -173R adopting a Parks, Recreation and Open Space Master Plan; and declaring an effective <br />date. <br />MOTION TO REMOVE: Upon a motion made by Councilmember Jones and a second by <br />Councilmember Thomason, the City Council voted (7) for and (0) opposed, to remove the item from <br />table, as previously captioned The motion carried unanimously. <br />
