MOTION: Upon a motion made by Councilmember Jones and a second by Councilmember • Thomason, the City Council voted (7) for and (0) opposed, to adopt Resolution 2010 -173R, as previously captioned. The motion carried unanimously. 24. Consider adoption of Resolution 2010 -185R authorizing the City Manager to execute a Second Amended and Restated Contract for Collection and Disposal of Solid Waste and Recyclable Materials with Texas Disposal Systems, Inc.; and declaring an effective date. MOTION: Upon a motion made by Councilmember Jones and a second by Councilmember Thomason, MOTION TO AMEND: Upon a motion made by Councilmember Jones and a second by Councilmember Prather, the City Council voted (7) for and (0) opposed to remove "it's best effort" and "disposing of materials that cannot be recycled..." language from the document. The motion carried unanimously. 25 Consider the appointments to the following Boards and Commissions: 1. Animal Shelter Advisory Committee: appointed Sonya Kraus 2. Civil Service Commission: These appointments will be made at the January 4, 2011 meeting. 3. Construction Board of Appeals: appointed Matthew Chambers 4. Convention and Visitors' Bureau Board: appointed Lorena Garcia of Premium Outlet and Councilmember Porterfield. • 5. Economic Development Board: appointed Mayor Daniel Guerrero and City Manager Jim Nuse as ex officio members. 6. Main Street Advisory Board: appointed Councilmember Shane Scott, Michael Fix and Teresa Santerre Hobby, and Hays County Rep. Will Conley. 7. Neighborhood Commission: These appointments will be made at a later time. 8. Planning and Zoning Commission: appointed Kenneth Ehlers to complete Councilmember Prather's term. 9. San Marcos EMS: appointed Mayor Daniel Guerrero 10. Zoning Board of Adjustments and Appeals: Moved Matthew Chambers to 1St alternate. Council will need tc appoint a 2nd alternate at a later date. 26 Receive a presentation and hold a discussion regarding the implementation issues associated with Distributed Generation Systems and direction to Staff.
