The Engineer will refine the project layout to
include adjustments to the horizontal and vertical alignments of the access roads, intersecting
streets, the proposed bridge, and the proposed UPRR at -grade crossing. The Engineer will
develop the geometric schematic in accordance with applicable TxDOT manuals and standard
procedures. As part of this task, the Engineer will:
1) Review and evaluate available existing data.
2) Conduct an initial site visit to the Project site to identify site characteristics, general
topography, utilities, and possible environmental features.
3) Update aerial files from existing Geographic Information System ( "GIS ") information
for use in the schematic exhibit development.
4) Develop Project design criteria for roadway geometrics and classification for TxDOT
approval.
5) Attend a design meeting to discuss design criteria with the City, TxDOT and Texas
State University -San Marcos.
6) Prepare preliminary existing and proposed typical sections of the roadway.
7) Design preliminary horizontal and vertical alignments for the following roadways:
a) Loop 82;
b) Eastbound and westbound access roads;
c) Two cross roads between the access roads, including the adjacent side streets;
d) Two access road turnarounds, and
e) The intersection at West Laurel Street
8) Determine preliminary bridge geometry and construction sequencing.
9) Develop preliminary cross sections to establish the preliminary limits of the proposed
retaining walls, determine right -of -way limits and preliminary earthwork volumes,
and develop preliminary construction cost estimates.
10) Submit a preliminary construction cost estimate to the City for review and approval.
11) Determine preliminary large guide sign locations and sign text.
12) Develop a preliminary pavement marking plan.
13) Prepare a preliminary schematic suitable for display to various local entities and for
the Engineer's submission to TxDOT.
HDR— Loop 82 Project Agreement
4
