include a determination of wetlands and jurisdictional waters of the U.S. <br />in accordance with the U.S. Army Corps of Subconsultants 1987 Wetland <br />Delineation Manual within the proposed right -of -way. If an individual <br />permit or pre - construction notification for a nationwide permit is <br />necessary, the Engineer will describe it in the EA. <br />b) Cultural Resources: <br />i) Archeological Resources - Prior to field investigations, conduct a thorough <br />review of background literature and records at the Texas Archeological <br />Research Laboratory ( "TARL ") and the Texas Historical Commission <br />( "THC ") for information on previously recorded archeology sites and <br />projects within and near the Project area. <br />ii) Conduct a study of the soils and landforms to delineate areas based on <br />their potential for intact and buried archeological sites, and prepare a <br />sensitivity profile referencing the records search, soils and landforms <br />study and historic research. The Engineer will check the United States <br />Geographical Survey ( "USGS ") 7.5 minute maps for the locations of <br />cemeteries. If applicable based on the results of the study, submit scope of <br />work and an Antiquities Permit Application to TxDOT that reflects the <br />minimum requirements for compliance with the Texas State Historic <br />Preservation Officer ( "SHPO "). TxDOT Environmental Affairs ( "ENV ") <br />will conduct coordination with the SHPO including securing the <br />Antiquities Permit on the City's behalf. If necessary, the Engineer will <br />conduct a 100 percent pedestrian survey of required areas and will prepare <br />a report providing an inventory and findings of above studies. Provide a <br />location map and copies of the 7.5 minute USGS topographic maps with <br />the Project limits clearly labeled on the maps. <br />iii) Historic Resources — Conduct a reconnaissance -level survey and <br />documentation and National Register of Historic Places (NRHP) eligibility <br />evaluation for historic -age buildings, structures, objects, districts, and non - <br />archeological sites in the Project's Area of Potential Effect (APE). It is <br />assumed by both the City and the Engineer that the APE will be 150 feet <br />from existing /proposed ROW. This scope of work follows TxDOT — <br />Environmental Affairs Division (ENV) guidance regarding <br />reconnaissance -level historic resource surveys (2008). A reconnaissance - <br />level survey and documentation will be required along the study area. <br />c) Social and Economic Issues: <br />i) Environmental Justice — A description of impacts to minorities or special <br />groups, etc., if any. In addition, include documentation and assessment of <br />limited English proficiency populations within the study area. <br />ii) Relocations and Displacements — Provide the number of residents and <br />commercial properties that will be displaced and /or relocated as a result of <br />the proposed Project. <br />iii) Detours — Describe planned detours including the travel distance the <br />public will be required to drive if the road is closed during construction. <br />HDR — Loop 82 Project Agreement <br />8 <br />
