iv) Utility Relocations, Adjustments — Provide information in the EA <br />describing any existing utilities within the proposed Project area. <br />d) Section Oft <br />i) A golf course owned by Texas State University-San Marcos is located in <br />the Project area. This property is a historic -age, publicly owned property <br />that may be impacted by the proposed Project. The EA will include a <br />review of the applicability of Section 4(f) in accordance with the <br />Department of Transportation Act of 1966 on this property. It is assumed <br />that a deminimis finding will be received by the Engineer under the <br />current scope and fee. If a Programmatic or Individual Section 4(f) is <br />needed to address the impacts, a separate scope and fee will be required <br />and addressed as an additional service. In addition, if other Section 4(f) <br />resources are impacted by the Project those will be addressed as additional <br />services <br />e) Land Use — Provide an analysis to include community interest complexes <br />(churches, daycares, fire stations, hospitals, and nursing homes), farmland, <br />ranchland, residential areas, and public lands (parks, museums, community <br />centers, cemeteries). <br />f) Hazardous Materials — Perform an ASTM Standard Radius Data Search and a <br />visual inspection within the existing and proposed Project right -of -way to <br />determine existing conditions, and the findings will be summarized in the EA. <br />The Engineer will notify TxDOT if further research is necessary based on the <br />results of the visual inspections. <br />g) Noise Receivers — A traffic noise analysis is not anticipated for this Project. If <br />the Engineer and the City determine that the Project will move the travel lanes <br />closer to sensitive receivers; a noise analysis will be conducted using the <br />FHWA TNM according to TxDOT Guidelines as an additional service. <br />h) Air Oualitv — This Project will not add capacity to the existing transportation <br />system and is exempt from a traffic air quality analysis. Therefore, an air <br />analysis is not anticipated for this Project, but a discussion of air quality will <br />be included. Additionally, a Mobile Source Air Toxics MSAT analysis is not <br />anticipated for this Project. If one is required, it will be conducted as an <br />additional service. <br />8) Indirect and Cumulative Impacts ( "ICI") Analysis — The Engineer will conduct an ICI <br />analysis for each resource category documented in the EA. The Engineer will <br />provide assistance with the appropriate sections of the ICI Analysis (as described <br />above), if necessary. This task also includes the preparation of Resource Study Area <br />maps and an ICI write -up as follows: <br />a) Public Involvement —The Engineer will conduct one public hearing. The <br />Engineer will also coordinate, attend and provide technical assistance at two <br />(2) stakeholder's meetings with Texas State University — San Marcos and the <br />City. The Engineer will prepare the presentation and coordinate the hearing <br />including advertisements, securing the meeting location, preparation of hand <br />outs, staffing the sign in table, and providing a court reporter.
