• 21. Remove from table (December 7, 2010 Regular Meeting) and hold a discussion regarding <br />the Historic Preservation Commission appeals process for Certificates of Appropriateness and <br />provide direction to Staff. <br />MOTION: Upon a motion made by Councilmember Thomason and a second by Councilmember <br />Terry, the City Council voted (7) for and (0) opposed, to approve removing the item from the table. <br />The motion carried unanimously. <br />Sue Cohen, Chair of HPC, presented bullet points from the letter that she had previously presented to <br />City Council regarding an issue where the HPC did not approve an item. The applicant appealed to <br />the ZBOA. ZBOA then approved the item based on their criteria, but the HPC did not get to speak <br />or provide anything to ZBOA. Upon completion of the presentation and brief discussion Council <br />directed staff and both groups to come up with solutions to work this issue out administratively. <br />22. Hold discussion and receive an update regarding the San Marcos River Task Force and the <br />Edwards Aquifer Recovery Implementation Program Recreation Subcommittee: and <br />direction to Staff. <br />Melani Howard, Watershed Protection Program Administrator, presented Council with updates from <br />the San Marcos River Task Force and the Edwards Aquifer Recovery Implementation Program <br />Recreation Subcommittee. Following Ms. Howard's presentation, City Council directed staff to set <br />• up a workshop to provide further detail and background on the EARIP Recreation Report at the <br />January 18, 2011 Regular Meeting. <br />23. Hold a discussion regarding amendments to the Land Development Code for issuance of <br />Conditional Use Permits for on- premises consumption of alcoholic beverages in the Central <br />Business Area and provide direction to Staff. <br />Matthew Lewis, Interim Director of Development Services, addressed the Council seeking input on <br />guiding the issuance of Conditional Use Permits for on- premises consumption of alcoholic <br />beverages in the Central Business Area process forward. Mr. Lewis reported that there were <br />currently 12 unrestricted and currently 7 restaurant permits. Mr. Lewis reported that there could be 8 <br />more under the current draft. Following discussion, Council directed staff to bring this item back on <br />the January 18, 2011 Agenda to consider future action. <br />24. Question and Answer Session with Press and Public. This is an opportunity for the Press <br />and Public to ask questions related to items on this agenda. <br />None. <br />25.
