<br />which is annexed under the provisions of Section 2.03 of this Charter, and shall maintain his <br />or her principal physical residence within the corporate limits of San Marcos throughout his <br />or her term of office; <br /> <br />MEASURE NO.2 <br /> <br />SHALL SECTION 3.04 OF THE CITY CHARTER BE AMENDED REGARDING <br />COMPENSATION FOR CITY COUNCIL MEMBERS, TO READ AS FOLLOWS: <br /> <br />Sec. 3.04. Compensation. <br /> <br />Members of the city council shall serve without payor compensation; provided, <br />however, that they shall be entitled to all necessary expenses incurred in the performance of <br />their official duties. There shall be provided in each annual city budget an amount for the <br />expenses of the mayor and of each council member. The mayor and the members of the city <br />council shall be reimbursed for the amounts so provided for in the ammal city budget for <br />their actual official city business expenses. The city council by resolution or ordinance shall <br />provide for a means of determining what expenses are reimbursable and what requirements <br />must be met for reimbursement. <br /> <br />MEASURE NO.3 <br /> <br />SHALL SECTION 4.01(a) OF THE CITY CHARTER BE AMENDED REGARDING <br />RESIDENCY REQUIREMENTS FOR THE CITY MANAGER, TO READ AS FOLLOWS: <br /> <br />(a) Appointment and qualifications: The city council shall appoint a city manager who shall <br />be the chief administrative and executive officer of the city, and shall be responsible to the <br />city council for the administration of all the affairs of the city. The manager shall be chosen <br />by the city council solely on the basis of executive and administrative training, experience <br />and ability; and need not, when appointed, have his or her principal physical residence in the <br />City of San Marcos. The manager shall establish his or her principal physical residence in <br />the city, within 30 days after appointment, and shall have his or her principal physical <br />residence in the city continuously thereafter while holding that office. <br /> <br />MEASURE NO.4 <br /> <br />SHALL SECTION 6.11 OF THE CITY CHARTER, REGARDING NON-BINDING <br />ELECTION PROPOSITIONS, BE ADDED TO READ AS FOLLOWS: <br /> <br />Sec. 6.11. Non-binding ballot propositions. <br /> <br />The council is authorized to call elections on ballot propositions that are non-binding in <br />nature when the council wishes to obtain an informal indication of the position of the city's <br />voters on an issue.
