<br />property owner to any change in zoning. <br /> <br />(b) The commission shall conduct an ongoing review of the plan in accordance with <br />Section 7.02. The commission may recommend amendments to the master plan after at least <br />one public hearing on the proposed action. The council shall not act on any amendment <br />affecting the master plan unless and until a recommendation on the amendment is received <br />from the commission. <br /> <br />MEASURE NO.7 <br /> <br />SHALL SECTION 8.02 OF THE CITY CHARTER, REGARDING THE ANNUAL <br />BUDGET POLICY STATEMENT, BE AMENDED TO READ AS FOLLOWS: <br /> <br />Sec. 8.02. Preparation and submission of budget. <br /> <br />The city manager, not less than 30 days prior to the time the city council makes its <br />tax levy for the current fiscal year, shall file with the city clerk a proposed budget, which <br />budget shall provide a complete financial plan for the fiscal year, and shall contain a budget <br />message explaining the budget, containing an outline of the proposed financial policies of <br />the city for the ensuing fiscal year, setting forth the reasons for salient changes from the <br />previous fiscal year in expenditure and revenue items, and explaining any major changes in <br />financial policy. <br /> <br />By March 31 st of each year, after a public hearing, the city council shall formulate a <br />policy statement to be used by the city manager as direction during the preparation of the <br />proposed budget. <br /> <br />MEASURE NO.8 <br /> <br />SHALL SECTION 12.09 OF THE CITY CHARTER, REGARDING HOLDOVER OF <br />CITY OFFICERS, BE ADDED TO READ AS FOLLOWS: <br /> <br />Sec. 12.09. Holdover of officers. <br /> <br />All officers of the city, including appointed members of city boards and commissions, <br />shall continue to perform the duties of their offices until their successors are duly qualified. <br /> <br />SECTION 3.
