<br />Section C. <br /> <br />Tvpes of Incentives. <br /> <br />I. It is the intent of the City of San Marcos to offer tax abatement and/or other economic development <br />incentives on a case by case basis so that the total package of incentives may be designed specifically for each project which is <br />proposed. This approach will allow the City maximum flexibility which is necessary to satisfy the unique needs and concerns <br />of each applicant and the needs and concerns ofthe City and its citizens. <br /> <br />2. The criteria outlined in Section B, above, will be used to determine whether or not it is in the best interest of <br />the City of San Marcos to provide any tax abatement and/or any other economic development incentives to a particular <br />applicant. The extent to which a proposed project furthers the goals and objectives ofthe City of San Marcos and the projected <br />impact of the project on the City will be used to determine the types and value of the incentives provided. Generally, no tax <br />abatement will be provided to any applicant for more than 10 years. <br /> <br />3. In addition to tax abatement, the following additional economic development incentives may be requested by <br />the applicant and provided by the City Council, in the Council's sole discretion: <br /> <br />a. Reduction or elimination of the costs of certain infrastructure improvements; <br /> <br />b. Implementation of any special economic development utility rates for water, wastewater and <br />electricity; <br /> <br />c. Reduction or elimination of building permit fees, inspection and contractor's fees; <br /> <br />d. Reduction or elimination of processing fees for subdivisions, zoning and land use. <br /> <br />Section D. <br /> <br />Application Procedures. <br /> <br />I. Any person, organization, joint venture, partnership, association, or corporation desiring that the City of San <br />Marcos consider providing tax abatement and/or other economic development incentives to encourage attraction or expansion <br />of business operations within the City limits or the extraterritorial jurisdiction of San Marcos shall be required to comply with <br />the following application procedures. <br /> <br />a. Applicant shall file an application on a form provided by the City. <br /> <br />b. Applicant shall provide a plat showing the precise location of the property, all roadways within 200 <br />feet of the site, and all existing zoning and land uses on the site. <br /> <br />c. A complete legal description of the property. <br /> <br />d. A brief description and cost of the proposed improvements or expansion, the type of business <br />operation proposed, the number of jobs created, the expected source of applicants for such jobs, the <br />estimated annual payroll of all new jobs, the projected date of beginning construction and operation, <br />and the type and value of any economic development incentives which are requested. <br /> <br />e. A time schedule of the planned improvements. <br /> <br />f. A summary description of the new facility or expansion. <br /> <br />g. A chart showing the improvements and jobs created for each year for which an economic incentive is <br />requested. <br /> <br />h. The applicant shall provide any other information about the proposed project which may be required <br />by the City. <br />
