<br />2" <br />Regular Meeting <br /> <br />March 21, 2005 <br /> <br />Page 2 <br /> <br />Mayor Narvaiz introduced for consideration adoption or direction to Staff <br />on matters discussed in Executive Session. Mr. O'Leary stated the City <br />Council received legal advice from the City Attorney regarding street <br />regulations Moore to Wonder World Drive. He stated the Council provided <br />direction to Staff for the Hunter Road/Hopkins' proposal, which will come <br />back to the Council at the next Regular Meeting. He stated the Council <br />provided direction regarding the Mitchell Center. The Council also agreed <br />by consensus not to sell the Mitchell Center property. The Council <br />discussed the appointee's contract that will be considered during this <br />meeting. (See Page 9 for continuation of Executive Session) . <br /> <br />Mayor Narvaiz lead the Pledge of Allegiance. <br /> <br />Mayor Narvaiz introduced the 30-Minute Citizen Comment. No speakers signed <br />up to speak. <br /> <br />Mayor Narvaiz introduced a presentation of the 2030 Transportation Mobility <br />Plan by Capital Area Metropolitan Planning Organization (CAMPO). Mr. <br />O'Leary introduced Michael Aulick, Executive Director of CAMPO. Mr. Aulick <br />stated the draft plan adoption will be considered on April 11, 2005. He <br />stated this plan will need to be completed by June 12, 2005, and will need <br />to be adopted every five years. He provided a powerpoint presentation of <br />the 2030 Transportation Mobility Plan. Mr. Thomaides inquired whether any <br />San Marcos roads were being considered in the plan. Mr. Aulick stated yes, <br />but most the attention is on the state roadways. Mayor Narvaiz inquired <br />how the City could communicate with CAMPO, and Mr. Aulick replied through <br />Judge Powers. Mayor Narvaiz stated the City wants to have a representative <br />on this Board and wants to discuss this at a future time. <br /> <br />Mayor Narvaiz introduced the Staff Report. (1) Mr. O'Leary stated the City <br />has received a $200,000.00 Texas Water Development Board matching grant for <br />a flood mitigation plan. He stated with this grant the City can apply for <br />FEMA grants. 2) Mr. O'Leary reminded the citizens of the Workshop <br />regarding Texas State University Master Plan scheduled for April 7, 2005 at <br />11: 30. <br /> <br />Mayor Narvaiz introduced the City Council Reports. (1) Mr. Bose stated he <br />attended the National League of Cities in Washington, D.C. March 8-12, <br />2005, with Mayor Narvaiz, Council Member Thomaides and City Manager Dan <br />O'Leary. He stated the agenda was focused on six items including location <br />of transportation, Community Development Block Grants, Section VIII <br />Housing, health vouchers, Homeland Security and environment and energy. He <br />stated most cities have lots of needs and limited funding. He stated one <br />of the transportation discussions was in regard to how we tax Donor States, <br />which a state such as Texas, that collects a lot of money from federal gas <br />tax, only gets 90%-92% back. He stated NLCwill support a greater return <br />to our state. Mr. Bose stated he spoke with Council Members from Dallas, <br />Texas, about their mass transit system and the additional miles they are <br />adding this next year.
