Pat Bernanke — Spoke on behalf of the owners of the property. Appreciated the opportunity to <br />speak. He stated that the University is growing at a fast pace, and has no intentions to add <br />more dorms. These units will provide affordable housing within half a mile of campus. He <br />stated that they have the approval from P &Z and have worked with planning staff to develop <br />of a good PDD for this project. <br />Dianne Wassenich — Stated that redevelopment of this area is a very good idea. There are very <br />old developments in this area that were poorly planned. She commented that not this <br />particular complex but others in this area exhibit a shocking lack of erosion control during <br />construction. Dirt falling into the sink creek watershed during construction. We are not <br />having adequate inspection or enforcement for these dense areas. Important that this is being <br />done. <br />Mayor Guerrero closed the public hearing at 8:05 P.M. <br />MOTION: Upon a motion made by Councilmember Thomason and a second by <br />Councilmember Terry, the City Council voted (7) for and (0) opposed to approve the adoption <br />of Ordinance 2011 -05. The motion carried unanimously. <br />11.1 Hold a public hearing and consider a reauest by ETR Development Consulting, on <br />behalf of C and G Development, for a petition for a development agreement for <br />approximately 99.10 acres out of the TJ Chambers Survey Abstract No. 2 and the John <br />• Williams Survey, Abstract No. 490 located at the intersection of Wonder World Drive <br />and Craddock Avenue. Approval of this request would allow the applicant to start <br />negotiations with the City of San Marcos for a development agreement for property <br />located outside the city limits but within the ETJ. Under Section 1.4.2.4, the City Council <br />may approve, conditionally approve, or deny the petition. <br />Mayor Guerrero opened the public hearing at 8:1 2P.M. <br />Thomas Rhodes — Representing ETR Development Consulting was present on behalf of the <br />property owners and to answer any questions. <br />Dianne Wassenich — Stated her concern for the recharge zones and faults in this area. She <br />stated that by moving forward with this project that the City is making it possible to building <br />on recharge zone. They would not be able to build there without City approval providing <br />water and WW in the wrong place if you wish to have clean water in the future. People could <br />build in preferred growth areas that we have built in other areas. It doesn't make sense and it <br />isn't practical. The river and aquifer is the basis for our city. It seems short sighted to build <br />over the recharge zone. <br />Mayor Guerrero closed the public hearing at 8:16 P.M. <br />MOTION: Upon a motion made by Councilmember Jones and a second by Councilmember <br />Scott, the City Council voted (7) for and (0) opposed to conditionally approve the adoption of <br />the petition, and named a subcommittee of Councilmembers Thomason, Prather, and Scott to <br />
