45. <br />Regular Meeting April 5, 2005 Page 12 <br />provide the Council with the current Ordinance and have the Chief of Police <br />provide an update. Mr. Guerrero stated he feels there is a lack of <br />consistency with the noise violations coming from cars. Mr. Thomaides <br />inquired as to the number of officers on each shift who are on patrol. Mr. <br />O'Leary stated he would research this information and bring it back to the <br />Council for discussion. <br />Mayor Narvaiz introduced a discussion regarding scheduling a date for a <br />Workshop on Community Development Block Grant (CDBG) Program Year 2005 <br />Application Review. Mayor Narvaiz stated the Council needs to hold the <br />Workshop between June 22 and July 1, 2005. The Council agreed by <br />consensus to hold the Workshop on Monday, June 27, 2005 at 11:30 a.m. <br />Mayor Narvaiz introduced receiving a report from Deputy Mayor Pro -Tem Bill <br />Taylor and hold discussion regarding electronic agenda. Mr. Taylor stated <br />he attended the electronic agenda demonstration provided by Municipal Code. <br />He stated the MuniAgenda is a complete paperless agenda. He stated there <br />are five ways to receive a paperless agenda. He stated Municipal Code can <br />customize the MuniAgenda program to fit our agenda process. He stated with <br />the MuniAgenda the Agenda could automatically go on the City website. He <br />stated Municipal Code can provide security links while the MuniAgenda is <br />being built for the City. He also stated he feels this is an excellent <br />product. Mr. Thomaides inquired whether the Council would be wired to the <br />internet during Council meetings. Mr. O'Leary stated the Council would <br />need to discuss the option of being wired to the internet during the <br />Council meetings. The Council agreed by consensus to move forward on <br />purchasing the paperless agenda software. Ms. Womack stated the software <br />is available on the State Building and Procurement Commission (CISV) <br />Program. <br />Mayor Narvaiz introduced a discussion regarding City Council direction of <br />future agenda items. 1) Mr. Mihalkanin stated he was approached by a <br />citizen regarding a 3 -1 -1 or 4 -1 -1 system for non - emergencies. He stated <br />he would like for Council to hold a discussion regarding these systems. He <br />also stated he feels these systems could track complaints regarding vehicle <br />noise and parking complaints. Mr. O'Leary stated the Chief of Police could <br />provide the Council with information regarding the 3 -1 -1 and 4 -1 -1 systems <br />for non - emergency calls. He stated the Chief of Police can also combine <br />this discussion with the loud noise from cars. 2) Mayor Narvaiz stated she <br />and Mr. Mihalkanin were at the EDC meeting where the Land Development Code <br />was discussed. She stated she received a lot of feedback from citizens. <br />She stated she would like to have an update on the Land Development Code <br />and to also include the Staff's perception on changes and complaints. Mr. <br />Taylor stated he feels the housing and commercial status should also be <br />included in the report. <br />
