The Commission may
attach conditions to the proposed placement in its recommendation, including a condition that the
approval of the permanent art is integrally linked to the proposed location for placement of the
art.

C. The City Council will consider the Commission recommendation on each application,
and the Council will decide whether to give preliminary approval to, or deny, the application. If
the Council wishes to consider a different location for a proposed placement than that
recommended by the Commission as a condition for the placement, the Council will return the
application to the Commission one time for reconsideration of the modified location, and the
Council will consider the Commission recommendation in determining whether to approve the
modified location. If the Commission recommendation is to deny an application, a two-thirds
(2/3) vote of the City Council will be required to approve the application. The Council may
attach conditions to the proposed placement in a preliminary approval. If the Council gives
preliminary approval to an application, the Council will forward the application to the City
Manager with any attached conditions.

D. The City Manager will forward applications that receive preliminary approval from
the Council to the appropriate City department or the City board or commission having
jurisdiction over the proposed location for the art.

E. After the final plans and details have been worked out to the satisfaction of the City
department or the board or commission, the final plans will be submitted to the City Council for
approval. The City Council will have final authority over whether to approve, approve with
modifications, or deny the final plans.

PART 5. Review of Applications for Placement of Temporary Art. A. The Arts
Commission will review each application for placement of temporary art, and will forward its
recommendation to the City Manager. The Commission may attach conditions to the proposed
placement in its recommendation.

B. If the Commission gives preliminary approval to an application, the City Manager will
forward the recommendation to the appropriate City department or the City board or commission
having jurisdiction over the proposed location for the art.

C. After the final plans and details have been worked out to the satisfaction of the City
department or the board or commission, the final plans will be submitted to the Arts Commission
for approval.
