RESOLUTION NO 2005- 34 R A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ADOPTING A POLICY FOR PLACEMENT OF ART, MONUMENTS AND STRUCTURES ON CITY PROPERTY, AND DECLARING AN EFFECTIVE DATE. RECITALS. 1 The Arts CommISSIOn has formulated a proposed pohcy to govern the placement of art, monuments and structures on City property, and has recommended that the pohcy be adopted by the CIty COunCIl. 2. The City Council wIshes to approve and adopt a pohcy to govern the placement of art, monuments and structures on CIty property BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS. PART 1. Approval Authority. A. The authority to approve the placement of permanent art, monuments and or structures on City property resIdes WIth the CIty CouncIl. B The authonty to approve the placement of temporary art on CIty property reSIdes WIth the Arts CommIssIOn. PART 2. Definitions. In this ResolutIOn. City property means areas of CIty-owned property frequented by the general pubhc. ThIS mcludes, but IS not hmIted to parks, boulevards, streets, bndges, and extenors, foyers, and pubhc meetmg rooms of CIty-owned buildings. Permanent art means publIc art that will be on dIsplay for a penod of one year or more. The art may be on loan to the CIty or It may be a permanent gIft that IS gIven to the CIty Public art means all forms of ongmal creations of vIsual art displayed on CIty property, mcluding, but not limited to 1 Calligraphy and sIgnage 2 Crafts - m clay, glass, paper, fiber and textIles, wood, metal, plastIcs and other matenals 3 GraphIC arts - prmtmakmg and drawmg 4 Mixed media - any combmatIOn of forms and medIa, mcludmg collage and assemblages 5 Mosaics - tIle and bnckwork. 6 Pamtmg - all medIa, mcludmg portable and permanently affixed works, such as murals.
