<br />Regular Meeting <br /> <br />April 19, 2005 <br /> <br />73. <br />Page 9 <br /> <br />Motion to table failed. Mr. Mihalkanin inquired to whether the Parks and <br />Recreation Advisory Board formulate the budget for the Parks Department, <br />the Cemetery Commission formulates the budget for the Cemetery, and the <br />Transportation Advisory Board formulates the budget for City roads. Mr. <br />O'Leary stated these Boards and Commissions do not formulate the budget for <br />their City Departments. Mr. Mihalkanin stated he understands the concerns <br />about tax dollars, but it is unclear why the Main Street Office is being <br />set aside and separated from the other types of Boards and Commissions. He <br />stated he supports the Main Street Advisory Board pass an advisory <br />recommendation as to the budget, but not to formulate a proposed budget. <br />Mr. Mihalkanin inquired to how the Main Street budget figures are <br />established. Mr. O'Leary stated the Main Street budget is from a <br />percentage of the Hotel/Motel Tax and ten percent of their budget also <br />comes from the General Fund. Mr. Mihalkanin inquired to whether the <br />Director of the Main Street corresponds with the City Manager's office <br />regarding the Main Street budget. Mr. O'Leary stated the Director of Main <br />Street is responsible for formulating the budget and providing it to the <br />City Manager's office. Mr. Thomaides inquired to the proposed amendments <br />in Ordinance would create a problem with the chain of events with the Board <br />and the budget. He also inquired to whether the functions would be similar <br />to the other Boards, which are funded through the Hotel Occupancy Tax, such <br />as the CVB and the Minority Economic and Tourism Development Board. Mr. <br />O'Leary stated there are City Boards, which have an active role in <br />determining the budget. Mr. Thomaides stated the Main Street Advisory <br />Board would have the same engagement as the other Boards which are funded <br />through the Hotel Occupancy Tax and allowed to formulate a budget with the <br />Council having the final approval. Mr. Mihalkanin moved to amend Section <br />2.213 (4) to read approving proposed budgets for the Program and making <br />recommendations to the City Manager and City Council on the budget, and <br />Mr. Guerrero seconded the motion. Mr. Taylor stated he has concerns with <br />adopting this proposed Ordinance on an emergency. He inquired to the <br />number of Boards and Commissions who receive Hotel Occupancy Tax funds. <br />Mr. O'Leary stated there are several Boards that receive Hotel/Motel Taxes <br />and other Boards who are engaged in some degree of funding sources or City <br />funds for the activities. He also stated the majority of Boards and <br />Commission have a lot of input on the budget process. Mayor Narvaiz stated <br />these proposed amendments were similar to the contract of Boards who <br />receive the Hotel/Motel Occupancy Taxes. Mr. Mark Taylor stated these <br />amendments would make the process for the Main Street budget resemble the <br />Convention and Visitor Bureau Board and the Minority Economic and Tourism <br />Development Board with respect to tourism funds. Mr. Mihalkanin stated the <br />difference with the CVB and METDB and is the Main Street Director is a City <br />employee. Mr. Guerrero stated he feels these amendments are not just <br />funding amendments, but people issues as well. He also stated he would <br />support approving on first reading, but not emergency. On roll call the <br />following vote was recorded on the amendment: <br /> <br />AYE: <br /> <br />Guerrero, Mihalkanin and Taylor. <br />
