<br />72. <br />Regular Meeting <br /> <br />April 19, 2005 <br /> <br />Page 8 <br /> <br />Mayor Narvaiz introduced for consideration adoption of an Ordinance on <br />emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING SECTION 2.213 OF THE CITY CODE TO REVISE THE ACTIVITIES AND <br />DUTIES OF THE MAIN STREET ADVISORY BOARD; AND DECLARING AN EMERGENCY. <br /> <br />Mr. Thomaides moved for adoption of the Ordinance on emergency, and Mr. <br />Diaz seconded the motion. Mayor Narvaiz stated a citizen has signed up to <br />speak on this item. 1) Rick Henderson stated he would be reading a letter <br />written by Travis Kelsey, Chairman of the Main Street Board. He stated the <br />consideration of Section 2.213(3) and (4) of the proposed Ordinance is <br />being considered without input from the Board Members, which are appointed <br />by the Council to serve in an advisory capacity. He encouraged the Council <br />to table this Ordinance until the Main Street Advisory Board can discuss <br />the Council's concerns. He stated the Main Street budget has already been <br />turned in and the Council will consider the City Budget ina few months. <br />He stated he feels Section 2.213(4) is too vague. He inquired to whether <br />the Board Members are to take part of the day to day budget decisions and <br />monitor expenses. He stated the Main Street Advisory Board strived to <br />pursue the goals of the National Main Street City Organization and to <br />partner with the National Historic Trust Main Street Center and the Texas <br />Historical Commission's Community Heritage Development Division, which <br />requires the adoption of a four-point approach of organization, promotion, <br />design and economic restructuring. Mr. Mihalkanin stated he feels this <br />Ordinance should be tabled until the Main Street Advisory Board could <br />provide the Council with recommendations. Mr. Thomaides stated the <br />proposed amendments to this Ordinance is not to change the funding amounts <br />or to change the way the Staff is employed, but will bring this board in <br />line with the other boards which receive Hotel Occupancy Tax funding. He <br />stated he feels these amendments will allow the board to participate in the <br />planning, reviewing and the effectiveness of programs. Mr. Mihalkanin <br />moved to table the Ordinance until after the Main Street Advisory Board's <br />meeting in May, and Mr. Guerrero seconded the motion. Mayor Narvaiz stated <br />these proposed amendments to the Ordinance would put this board in <br />alignment and the authority for involvement of the Main Street Advisory <br />Board. She stated these amendments would be asking the appointees to be <br />responsible and accountable to fellow citizens for the expenditures of the <br />Hotel Occupancy Tax. On roll call the following vote was recorded: <br /> <br />AYE: Guerrero and Mihalkanin. <br /> <br />NAY: Diaz, Narvaiz, Thomaides, Bose and Taylor. <br /> <br />ABSTAIN: None. <br />
