<br />Regular Meeting <br /> <br />May 3, 2005 <br /> <br />107. <br />Page 5 <br /> <br />Advisory Board. He stated he feels all tax revenue from Sales Tax, Property <br />Tax, and Hotel Occupancy Tax are equal. He also stated if the Council wants <br />the Advisory Boards to formulate budgets, then all Boards and Commissions <br />should formulate the budgets for their appropriate Department. He also <br />stated he feels these changes need to be discussed before the 2005-2006 <br />Budget is approved. Mayor Narvaiz stated she and Council Member Thomaides <br />attended the last Main Street Advisory Board to explain the proposed <br />changes. She also stated the Council does support holding a meeting to <br />discuss other City Boards and Commissions and their funding. The following <br />vote was recorded: <br /> <br />AYE: Diazr Guerreror Narvaizr Thomaides, Bose and Taylor. <br /> <br />NAY: Mihalkanin. <br /> <br />ABSTAIN: None. <br /> <br />Mayor Narvaiz introduced for consideration Item 14r removed from the consent <br />agendar adoption of an Ordinance on third and final reading, the caption <br />which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS r TEXAS r <br />AMENDING THE TRAFFIC REGISTER MAINTAINED UNDER SECTION 82.067 OF THE <br />SAN MARCOS CITY CODE TO CHANGE THE SOUTH SIDE OF THE 600 BLOCK OF <br />BROADWAY STREET FROM "NO PARKING ANYTIMErr TO "NO PARKING - TOW AWAY <br />MON. - FRI. 7 : 30 A. M. - 4: 30 P. M. /I i INCLUDING PROCEDURAL PROVISIONS i <br />AND PROVIDING FOR PENALTIES. <br /> <br />Mr. Thomaides moved for adoption of the Ordinance on third and final <br />readingr and Mr. Guerrero seconded the motion. Mr. Mihalkanin stated he has <br />some concerns with Recital reading. . to curtail student parking. . He <br />stated the problem is the number of cars on the streetsr not the ownership. <br />Mr. Mihalkanin moved to amend the Recital to read. . to curtail parking <br />., and Mr. Taylor seconded the motion. Mr. Thomaides inquired as to the <br />Ordinance reading student parking. Mr. Mark Taylor stated City Staff felt <br />the demand for parking at the High School parking lot was exceeding the <br />sizer and it was spillover from the students' parking along Broadway. He <br />stated this Ordinance will authorize the towing of vehicles instead of the <br />only option being ticketing. The Council then voted unanimously for <br />approval of the amendment. The Council then voted unanimously for adoption <br />of the Ordinance on third and final reading. <br /> <br />Mayor Narvaiz introduced for consideration Item 16, removed from the consent <br />agenda, adoption of a Resolutionr the caption which was read as follows: <br />
