Regular Meeting May 3, 2005 107. Page 5 Advisory Board. He stated he feels all tax revenue from Sales Tax, Property Tax, and Hotel Occupancy Tax are equal. He also stated if the Council wants the Advisory Boards to formulate budgets, then all Boards and Commissions should formulate the budgets for their appropriate Department. He also stated he feels these changes need to be discussed before the 2005-2006 Budget is approved. Mayor Narvaiz stated she and Council Member Thomaides attended the last Main Street Advisory Board to explain the proposed changes. She also stated the Council does support holding a meeting to discuss other City Boards and Commissions and their funding. The following vote was recorded: AYE: Diazr Guerreror Narvaizr Thomaides, Bose and Taylor. NAY: Mihalkanin. ABSTAIN: None. Mayor Narvaiz introduced for consideration Item 14r removed from the consent agendar adoption of an Ordinance on third and final reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS r TEXAS r AMENDING THE TRAFFIC REGISTER MAINTAINED UNDER SECTION 82.067 OF THE SAN MARCOS CITY CODE TO CHANGE THE SOUTH SIDE OF THE 600 BLOCK OF BROADWAY STREET FROM "NO PARKING ANYTIMErr TO "NO PARKING - TOW AWAY MON. - FRI. 7 : 30 A. M. - 4: 30 P. M. /I i INCLUDING PROCEDURAL PROVISIONS i AND PROVIDING FOR PENALTIES. Mr. Thomaides moved for adoption of the Ordinance on third and final readingr and Mr. Guerrero seconded the motion. Mr. Mihalkanin stated he has some concerns with Recital reading. . to curtail student parking. . He stated the problem is the number of cars on the streetsr not the ownership. Mr. Mihalkanin moved to amend the Recital to read. . to curtail parking ., and Mr. Taylor seconded the motion. Mr. Thomaides inquired as to the Ordinance reading student parking. Mr. Mark Taylor stated City Staff felt the demand for parking at the High School parking lot was exceeding the sizer and it was spillover from the students' parking along Broadway. He stated this Ordinance will authorize the towing of vehicles instead of the only option being ticketing. The Council then voted unanimously for approval of the amendment. The Council then voted unanimously for adoption of the Ordinance on third and final reading.
