<br />108. <br />Regular Meeting <br /> <br />May 3, 2005 <br /> <br />Page 6 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAC! <br />ADOPTING A REVISED ECONOMIC DEVELOPMENT INCENTIVES POLICYi A <br />DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Taylor moved for adoption of the Resolution and Mr. Mihalkanin seconded <br />the motion. Mr. Taylor inquired as to the amendments to the Incentives <br />Policy. Mr. O'Leary stated one change relates to the use of local suppliersr <br />contractors and labor in an economic development project. He stated this <br />change will add language in Evaluation Criteria to make sure the proposed <br />project will use local contractors, suppliers and labor force from the San <br />Marcos area during the construction and operation. Mayor Narvaiz stated she <br />feels it is important for the proposed developers to use local contractors, <br />suppliers and labor force when they are qualified. Mr. Thomaides inquired <br />if the developer would be required to provide a list of companies they are <br />using. Mr. OrLeary stated this amendment would give them an opportunity to <br />convince the City Council they are worthy of receiving an incentives <br />agreement. The Council then voted unanimously for adoption of the <br />Resolution. <br /> <br />Mayor Narvaiz introduced for consideration approval of one appointment to <br />the Transportation Advisory Board. Mr. Thomaides moved to appoint Ted <br />Marchut and Mr. Taylor moved to appoint Edward Bergan. On roll call the <br />following vote was recorded: <br /> <br />Marchut: Guerreror Narvaiz, Thomaides and Bose. <br /> <br />Bergan: Diazr Mihalkanin and Taylor. <br /> <br />Mayor Narvaiz introduced for consideration a public hearing and adoption of <br />an Ordinance, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS r TEXAS, <br />AMENDING THE FUTURE LAND USE MAP FOR THE FOLLOWING TRACTS ON THE WEST <br />SIDE OF THE 2700 BLOCK OF IH-35 NORTH: FROM HIGH DENSITY RESIDENTIAL <br />TO COMMERCIAL FOR 12.581 ACRE AND 2.212 ACRE TRACTSr FROM HIGH DENSITY <br />RESIDENTIAL TO OPEN SPACE FOR A 1. 501 ACRE TRACT, AND FROM HIGH <br />DENSITY RESIDENTIAL TO PUBLIC AND INSTITUTIONAL FOR A 2.592 ACRE <br />TRACTi AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING AND <br />ESTABLISHING THE ZONING FOR A 132.627 ACRE TRACT ON THE WEST SIDE OF <br />THE 2700 BLOCK OF IH-35 NORTH FROM "C" COMMERCIAL DISTRICT AND UNZONED <br />TO "CC" COMMUNITY COMMERCIAL DISTRICTi ESTABLISHING THE ZONING FOR THE <br />FOLLOWING TRACTS OF PROPERTY ON THE WEST SIDE OF THE 2700 BLOCK OF IH- <br />35 NORTH: "P" PUBLIC AND INSTITUTIONAL DISTRICT FOR FOUR TRACTS <br />COMPRISING 57.492 ACRES, AND "MF-18" MULTIPLE-FAMILY DISTRICT FOR TWO <br />TRACTS COMPRISING 46.683 ACRES; INCLUDING PROCEDURAL PROVISIONS; AN <br />PROVIDING FOR PENALTIES. <br />
