<br />Regular Meeting <br /> <br />May 3r 2005 <br /> <br />109. <br />Page 7 <br /> <br />Mayor Narvaiz opened the public hearing and asked if anyone wished to speak. <br />1) Bruce Graham, Baker & Aikman Engineeringr encouraged the Council to <br />support the zoning change for this tract. He stated he represents the <br />owners and is available to answer questions. Mayor Narvaiz asked if anyone <br />else wished to speak. No one did, so Mayor Narvaiz closed the public <br />hearing. Mr. Taylor moved for adoption of the Ordinance, and Mr. Diaz <br />seconded the motion. Mr. Bose inquired whether a hike or walking trail <br />along the bank of the river would be included. Carol Barrett, Director of <br />Planning Departmentr stated the planning Department made a request for hike <br />or walking trails. She stated the amount of land the applicant is required <br />to dedicate for parkland and open space is derived from the amount of land <br />being developed for residential purposes. She stated a hike and bike trail <br />would exceed the amount of land the developer is developing residentially. <br />Mr. Thomaides inquired whether the 2.592 acres is designated for parkland. <br />Ms. Barrett stated 2.592 acres is dedicated parkland, but not along the <br />riverr which could function as a hike and bike trail. Mr. Thomaides <br />inquired whether the riverfront property is all residential with river <br />access. Ms. Barrett stated the riverfront is not all residentiali most of <br />the property is zoned commercial. Mr. Bose stated in the future the City <br />might want to put a park on this propertYr with it being close to the Five <br />Mile Dam and the Blanco River, but without a hike and bike trailr there will <br />be no connection linking them. Ms. Barrett stated the Parks Advisory Board <br />reviewed the request for a zoning change and approved it. She stated the <br />Parks Advisory Board was thinking in terms of development of the parkland on <br />the other side of the river, and then a new park at the Five Mile Dam Park. <br />She stated the Planning and zoning Commission accepted the recommendation of <br />the Parks Advisory Board. The Council then voted unanimously for adoption of <br />the Ordinance. <br /> <br />Mayor Narvaiz introduced for consideration a public hearing and adoption of <br />an Ordinancer the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING AN AMENDMENT TO THE FUTURE LAND USE MAP FROM LOW DENSITY <br />RESIDENTIAL TO MIXED USE FOR A 0.80 ACRE, MORE OR LESS, TRACT OF LAND <br />LOCATED AT 906 CHESTNUT STREETi AMENDING THE OFFICIAL ZONING MAP OF THE <br />CITY BY REZONING THIS TRACT FROM "R-1" SINGLE-FAMILY DWELLING DISTRICT <br />(LOW DENSITY) TO "MU" MIXED USE DISTRICTi INCLUDING PROCEDURAL <br />PROVISIONSi AND PROVIDING FOR PENALTIES. <br /> <br />Mayor Narvaiz opened the public hearing and asked if anyone wished to speak. <br />I} John McCrocklinr McCrocklin Real Estater stated he represents the <br />property owners. He stated this property has been through three different <br />modifications since the initial filing of the application. He stated <br />originally the zoning request was for Neighborhood Commercial, and staff <br />then came back and recommended MF-12. He stated Staff and the applicants <br />then tried to find a zoning which would be compatible to the neighborhood, <br />
