He stated both parties the <br />agreed to the Multi-Family zoning, which passed the Planning and Zoning <br />Commission unanimously. 2) Becky Jenkins stated she is the owner of the <br />property requesting the zoning from residential to mixed use. She stated <br />she has lived on this property for 37 years. She stated during those 37 <br />years there has been several zoning changesr mostly Mixed or Multi-Zoning. <br />She stated she feels Multi-Family Zoning means apartmentsr which means the <br />landscape will be cleared out. She stated she hates to see San Marcos become <br />a concrete City. Mayor Narvaiz asked if anyone else wished to speak. No <br />one didr so Mayor Narvaiz closed the Public Hearing. Mr. Taylor moved for <br />adoption of the Ordinance, and Mr. Guerrero seconded the motion. Mr. <br />Thomaides inquired whether this property has a home located on it. Carol <br />Barrett, Director of Planning stated yesr a beautiful old home. Mr. <br />Thomaides inquired whether this home would become a bed and breakfast. Ms. <br />Barrett stated the applicant has discussed of a bed and breakfastr but you <br />could also have a book store or a tea shop, or a number of different uses <br />with the Mixed Use zoning. The Council then voted unanimously for adoption <br />of the Ordinance. <br /> <br />Mayor Narvaiz introduced for consideration a public hearing to receive <br />citizen comment on amending the Community Development Block Grant (CDBG) <br />2000-2004 Consolidated Plan for reallocation of funds and addition of a new <br />project. Mayor Narvaiz opened the public hearing and asked if anyone wishe <br />to speak. No one did, so Mayor Narvaiz closed the public hearing. <br /> <br />Mayor Narvaiz introduced for consideration approval of an Ordinance on first <br />reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS r TEXAS, <br />AMENDING CHAPTER 2r ARTICLE 5 OF THE CITY CODE TO AMEND THE PURPOSESr <br />POLICIES, REGULATIONS AND PROCEDURES OF THE CITY'S CODE OF ETHICS i <br />INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. <br /> <br />Mr. Mihalkanin moved for approval of the Ordinance on first readingr and Mr. <br />Guerrero seconded the motion. Mr. Mark Taylor stated the Charter requires <br />the Ethics Review Commission review the Code of Ethics Ordinance once a year <br />and make recommendations to the City Council. He provided a powerpoint <br />presentation showing the proposed amendments. Mayor Narvaiz suggested the <br />Ordinance be tabled until the Council can review all 61 changes. Mr. <br />Thomaides thanked the Ethics Review Commission for their hard work. He <br />stated he also feels the Ordinance should be tabled to allow more time to <br />review. Mr. Bose stated he also agreed the Ordinance should be tabled. Mr. <br />Mihalkanin inquired whether the rules the Ethics Review Commission develope~ <br />are laws or by-laws. Mr. Mark Taylor stated these are rules used to define <br />whether a complaint is legitimate. He stated they are also rules to lay ou <br />the order and the process of hearing a complaint.
