The Council agreed by consensus to send a letter to <br />the County to ask them to name Broadway Park after Anita Reyes. <br /> <br />Mayor Narvaiz introduced receiving a presentation and holding a discussion <br />regarding workforce development. Carol Barrett, Director of Planning <br />Department, provided a powerpoint presentation to the Council regarding <br />Community characteristics and the workforce. Mr. Guerrero thanked the <br />Workforce Development Task Force. He also inquired what the Council can do <br />to address some of the issues of individuals getting the skills and then <br />moving elsewhere. Mayor Narvaiz stated she feels some of the problems stem <br />from the lack of available vocational training for those not going into <br />higher education. Mr. Mihalkanin stated he is willing to work with Mr. <br />Guerrero on these issues and to come up with items for the Council to <br />consider. The Council agreed by consensus for Mr. Mihalkanin and Mr. <br />Guerrero to work together to provide the Council with some proposals to <br />consider. <br /> <br />Mayor Narvaiz introduced a discussion regarding a Draft Economic <br />Development Services Request for Proposals. Mr. O'Leary stated Staff <br />prepared a draft Request for Proposals for Economic Development Services to <br />provide a mechanism for City Council to explore options and seek proposals <br />for the provision of economic development services in San Marcos. He <br />stated the City currently has two contracts for the administration of <br />economic development programs for fiscal year 2004-2005. One contract is <br />with San Marcos Area Chamber of Commerce for administration of a community <br />economic development program and the other contract is with San Marcos <br />Hispanic Chamber of Commerce to administer an economic development program <br />serving as a connection to local, national and international Hispanic <br />markets. He stated these agreements are similar in structure and targeted <br />towards promoting economic development activity through the retention, <br />recruitment and support of primary employers. He stated both of these <br />contracts will end on September 30, 2004. He stated once the RFP is <br />approved, then the document will be distributed to potential proponents. <br />He provided an RFP timeline and survey of the types of economic development <br />programs in other municipalities. Mr. Taylor stated he feels this RFP is a <br />vote of no confidence for both Chambers. He stated he also feels both <br />Chambers have good people with good ideals, but they need to continue <br />training. Mayor Narvaiz stated this RFP is an opportunity to look at <br />changes. Mr. Diaz and Mr. Taylor both stated they do not want to move <br />forward with the RFP. The Council agreed by consensus to move forward with <br />the RFP as drafted. <br /> <br />Mayor Narvaiz introduced a discussion regarding: A. Joint Workshop with <br />City Council and Airport Commission (proposed date: Tuesday, June 7, 2005, <br />from 11:30 a.m.-1:00 p.m.). The Council agreed by consensus to hold the <br />joint meeting on June 7, 2005 from 11:30 a.m.-1:00 p.m. and to publicize <br />the meeting. B.
