<br />148. <br />Regular Meeting <br /> <br />May 17, 2005 <br /> <br />Page 4 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS <br />APPROVING A ROUTINE AIRPORT MAINTENANCE PROGRAM GRANT AGREEMEN' <br />BETWEEN THE CITY AND THE TEXAS DEPARTMENT OF TRANSPORTATION FO: <br />ROUTINE MAINTENANCE OF THE SAN MARCOS MUNICIPAL AIRPORT i AUTHORIZINI <br />THE CITY MANAGER TO EXECUTE THE CONTRACT DOCUMENTS ON BEHALF OF THE <br />CITYi AND DECLARING AN EFFECTIVE DATE. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE EXTENSION OF AN ANNUAL CONTRACT WITH GENE BAGWELL, DBA <br />MAINTENANCE MANAGEMENT, FOR THE PROVISION OF JANITORIAL SERVICESi <br />AUTHORIZING THE PURCHASING MANAGER TO EXECUTE THE APPROPRIATE <br />DOCUMENTS RELATED TO THIS CONTRACT EXTENSION ON BEHALF OF THE CITY i <br />AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Narvaiz introduced for consideration Item 19, removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING AN ADVANCE FUNDING AGREEMENT BETWEEN THE CITY AND THE STATE <br />OF TEXAS ACTING THROUGH THE TEXAS DEPARTMENT OF TRANSPORTATION FOR THE <br />TRAFFIC SIGNALS UPGRADE PROJECTi AUTHORIZING THE CITY MANAGER TO <br />EXECUTE THIS AGREEMENT ON BEHALF OF THE CITYi AND DECLARING AF <br />EFFECTIVE DATE. <br /> <br />Mr. Diaz moved for adoption of the Resolution, and Mr. Mihalkanin seconded <br />the motion. Mr. O'Leary stated this is a funding Agreement with TxDOT, <br />which puts in place the traffic signal synchronization project. He stated <br />the project will upgrade 59 independently-operated traffic signals and <br />interconnect them into a single integrated traffic-control system. At the <br />completion of the project, the City will take over the responsibility of <br />operation and maintenance of the entire system. He also stated this <br />Agreement puts the City's portion of the funding in place for the <br />replacements of the signals. Mr. O'Leary introduced Don Nyland, Area <br />Engineer for South Travis and Hays County and Bob Daigh, District Engineer <br />for District 14. Mr. Daigh thanked the Mayor and Council for working to <br />improve the safety of the City. He stated TxDOT has invested over <br />$600,000.00 towards this project. He also stated TxDOT looks forward to <br />many more partnerships with the City. Mr. O'Leary stated Mr. Daigh will be <br />presenting the Wonder World Drive Extension Project to the Texas Highway <br />Commission at the end of the month. Mr. Thomaides inquired whether there <br />was a time line on the project. Mr. O'Leary stated after the City and <br />TxDOT get their funding in place, the project will go out for bid to find a <br />contractor, which should be in July or August. He stated he feels the <br />project should take a year to finish, about a week or two per intersection. <br />Mr. Thomaides inquired as to the process of the project. Mr. O'Leary <br />stated currently each light operates independently of the other lights in <br />
