Any development in the Edwards Aquifer Recharge Zone will require an approved Water <br />Pollution Abatement Plan (WPAP) and any area over the Contributing Zone will require a <br />Contributing Zone Plan (CZP) in accordance with Texas Commission on Environmental <br />Quality (TCEQ) regulations. <br />In addition, where ever practical and allowed by TCEQ the project will strive to meet one <br />or more of the following best management practice's (BMP's): <br />• infiltration systems <br />• trenches <br />• drainfields <br />• dry wells <br />• bioretention and /or <br />• level spreaders <br />• filtering systems <br />• filter strips and /or <br />• exfiltration trench /dry swale <br />• conveyance systems <br />o vegetated channels /grassed swales <br />5. Transportation <br />The community is bordered by Hunter Road to the southeast and McCarty Lane to the <br />North. Hunter Road travels in a Southwest - Northeast direction and turns into West <br />Hopkins Street. The Paso Robles site is approximately 0.5 miles away from 1 -35. <br />Presently, McCarty Lane has access to 1 -35 via south bound and north bound off ramps <br />and on ramps. Centerpoint Road, which runs from Hunter Road to the Outlet Malls, has <br />access to 1 -35 via south bound and north bound off ramps and on ramps. <br />According to the Capital Area Metropolitan Planning Organization ( CAMPO) 2030 Plan, <br />Hunter Road (FM 2439) is designated to be a two -lane major divided arterial (MAD 2). For <br />regional roadway systems, refer to Map 5.9, 2030 Regional Roadway System: East Hays, <br />of the CAMPO 2030 Plan. <br />All new streets must be designed and constructed to City standards and this PDD prior to <br />acceptance. <br />A Traffic Impact Analysis (TIA) has been submitted and is on file with the City. Per the <br />TIA the Paso Robles PDD must provide the following improvements: <br />• Install traffic signal at Hunter Road and Centerpoint Road. <br />• Additional left turn bays on McCarty Lane at FM 2439 eastbound and westbound <br />approaches. <br />• Add right turn bays by revising striping on FM 2439 at McCarty Lane northbound <br />and southbound approaches. <br />• Signalizing the intersection of FM 2439 at Centerpoint Road. <br />• Add right turn bays by revising striping on FM 2439 at Centerpoint Road <br />northbound and southbound approaches. <br />• Add a left turn lane by revising striping on FM 2439 at Centerpoint Road <br />northbound approach. <br />-21- <br />
