A) Conditional use permits regulating on- premise consumption of alcohol in the Central <br />• <br />Business Area Zoning District. <br />B) The City of San Marcos' rights and obligations under a Chapter 380 Economic <br />Development Agreement with Stone Creek Crossing, L.P. <br />The Executive Session adjourned at 6:55 p.m. on Thursday, March 24, 2011. <br />5. Invocation <br />Pastor Lin Penland of Holland Street Church of Christ provided the invocation. <br />6. Pledge of Allegiance <br />Mayor Daniel Guerrero led the assembly in the Pledge of Allegiance. <br />7. Citizen Comments <br />Thea M. Dake, 220 North Johnson Avenue, spoke on behalf of Open San Marcos. She provided a <br />brief history of the organization and explained that their mission was to see Accountability, <br />Accessibility and Transparency in our city government. She invited the public to their next meeting <br />on March 30th, 630pm at the Price center. <br />Jean Baggett, 726 W. Hopkins, spoke regarding Item #32, form based code. She disapproved of the <br />name of the code and recommended the name be changed to San Marcos Downtown Master Plan <br />Code. She stated that she had an issue with the way the `warrants' are handled by staff and asked if <br />this was public or not. <br />Jim Locke, 104 Edgemont St, spoke out about Riata Pass annexation and the amount of apartment <br />complexes being built around his neighborhood. He stated that it's time to stand up and say that <br />they can't take us over. <br />Fran Sherpa, 124 Edgemont St, spoke out against the Riata Pass annexation. <br />Clint Gardner, 125 Edgemont St, spoke out against the Riata Pass annexation and provided printed <br />information to Council. He stated that he believed safety and security of the neighborhood would be <br />impacted. <br />Mike Ousey, 211 Claremont St, spoke against the development of more multi - family housing, and <br />begged Council to please adhere to the low density recommendation and believe that high density <br />would destroy his neighborhood. <br />David Standefer, 1224 N. LBJ Dr. #304, addressed Item 33. He and his business partner are <br />working on a project related to this item, and is working with owner of the lot across from the post <br />office for this type of business. <br />• <br />
