The caption reads as <br />follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING A 4.16 ACRE, <br />MORE OR LESS, TRACT OF LAND LOCATED AT 1803 HUNTER ROAD, FROM "PD" <br />PRE-DEVELOPMENT DISTRICT AND "C" COMMERCIAL DISTRICT TO ~NC" <br />NEIGHBORHOOD COMMERCIAL DISTRICTi INCLUDING PROCEDURAL PROVISIONSi AND <br />PROVIDING FOR PENALTIES. <br /> <br />Mayor Narvaiz introduced for consideration approval to change first <br />Regular Meeting date in August from Tuesday, August 2, 2005 at 6:00 p.m. to <br />Monday, August 1, 2005, at 6:00 p.m. and review the 2005-2006 Budget <br />Calendar. Mr. Thomaides moved to hold the first Regular Meeting on Monday, <br />August 1, 2005, at 6:00 p.m. and Mr. Guerrero seconded the motion. Mr. <br />O'Leary provided the 2005-2006 Budget Calendar. The Council then voted <br />unanimously to hold the first Regular Meeting on Monday, August 1, 2005, at <br />6:00 p.m. <br /> <br />Mayor Narvaiz introduced receiving the Capital Improvements Program <br />recommendations for FY2005-2006 to FY2014-2015 from the Planning and <br />Commission. Mr. O'Leary provided the Capital Improvements Program. <br />stated these projects will be discussed during the budget process. <br /> <br />Zoning <br />He <br /> <br />Mayor Narvaiz introduced a discussion regarding 3-1-1 Systems and <br />Disorderly Conduct - Noise from Vehicles. Howard Williams, Police Chief, <br />stated the current Ordinance states if you can hear music 30 feet away and <br />windows are vibrating, then the vehicles are in violation. He provided a <br />powerpoint presentation regarding enforcement issues. He stated in 2004 <br />the Police Department received 81 loud noise complaints, 80 vehicle <br />complaints and 1 boat complaint. He stated the Police Department issued 30 <br />citations. He also stated there are 81 staffing positions within the <br />Police Department with a minimum of five Officers on the streets during the <br />slow period and a maximum of 17 Officers during peak times. Mr. Taylor as <br />inquired to whether Police Officers carry a noise meter. Chief Williams <br />stated the Police Officers use their discretion and not meters. Mr. <br />Mihalkanin stated when a household with the windows up cannot hear the TV <br />because a vehicle with loud noise drives by, then what can the driver hear. <br />Chief Williams stated those are the types of vehicles the Police Officer <br />stops. <br /> <br />Mayor Narvaiz introduced a discussion regarding the Mayor's "Exploratory <br />Committee on Health Care" and "EDC Subcommittee on Workforce Development". <br />Mayor Narvaiz stated she met with the Economic Development Staff, the Chair <br />and Mr. O'Leary regarding Workforce Development. She stated she asked EDC <br />to from a subcommittee and to include Mr. Guerrero and Mr. Mihalkanin. Mr. <br />
