Mr. <br />Thomaides thanked the Planning and Zoning Commission for all their hard <br />work. Mr. Mihalkanin inquired as to the discrepancies between the old <br />zonings and the proposed rezoning. Carol Barrett, Director of Planning <br />Department, stated the City-Wide Rezoning will clean up different zoning <br />issues. She stated guidelines were developed to determine how to handle <br />the different issues. She stated the guideline in the Council packets show <br />three categoriesi 1) Residential Districts, 2) Public, Special and <br />Nonresidential Districts and 3) Industrial Districts. Mr. Thomaides <br />inquired as to the Multiple-Family Zoning. Ms. Barrett stated MF-4 Zoning, <br />which was used for Single-Family Zoning, has been recommended to change to <br />SF-6 or SF-4.5. Mr. Thomaides inquired how the incorrect zoned properties <br />will be handled. Ms. Barrett stated there are many legal nonconforming <br />properties, which will not be legalized. Mr. Taylor inquired whether SUPs <br />will need to be renewed. Ms. Barrett stated there will still be a variety <br />of SUPs which will need to be renewed. The Council agreed by consensus for <br />the Planning and Zoning Commission to continue to work on the rezoning <br />process and provide a recommendation to the Council. <br /> <br />Mayor Narvaiz introduced for consideration Item 23, a public hearing and <br />adoption of an Ordinance, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS <br />APPROVING AN AMENDMENT TO THE FUTURE LAND USE MAP FROM LOW DENSIT <br />RESIDENTIAL TO HIGH DENSITY RESIDENTIAL FOR A 1.614 ACRE, MORE 0 <br />LESS, TRACT OF LAND LOCATED AT 225 RAMSAY STREETi AMENDING THb <br />OFFICIAL ZONING MAP OF THE CITY BY REZONING THIS TRACT FROM "R-l" <br />SINGLE- FAMILY DWELLING DISTRICT (LOW DENSITY) TO "MF-1811 MULTIPLE- <br />FAMILY RESIDENTIAL DISTRICTi INCLUDING PROCEDURAL PROVISIONSi AND <br />PROVIDING FOR PENALTIES. <br /> <br />Mayor Narvaiz opened the public hearing and asked if anyone wished to <br />speak. No one did, so Mayor Narvaiz closed the public hearing. Mr. <br />Guerrero moved for adoption of the Ordinance, and Mr. Mihalkanin seconded <br />the motion. Mr. Guerrero inquired as to the Agenda Request Form comments <br />regarding Fire Chief Baker's concern with the property not being accessible <br />to emergency trucks because of a tree location. Mr. O'Leary stated the <br />appropriate building height and fire protections will be carefully examined <br />during the platting process. Mr. Bose inquired as to the Development Plans <br />for this property. Sherilyn Ingram, applicant, stated the property will be <br />developed as a 2-story building with 28 units. Mr. Bose inquired as to <br />whether Ramsay Street will be opened to allow traffic to drive through to <br />Lamar Street. Mr. O'Leary stated Staff has discussed this option, but the <br />residents on Lamar Street are opposed to this option. Mr. Mihalkanin <br />inquired as to the map in his packet, which shows Ramsay Street open to <br />Lamar Street. Mr. O'Leary stated this is a gated pathway. Mr. Mihalkanin <br />stated he feels Staff should investigate the history of the pathway between <br />
