<br />Regular Meeting <br /> <br />June 7, 2005 <br /> <br />3. <br />Page 3 <br /> <br />6) Mr. Bose stated he represented Mayor Narvaiz at the Texas Western Swing <br />events, which had about 1000 participants. He also stated when the Troop's <br />Welcoming Home parade went by the Western Swing event, they were able to <br />watch, so there was a large audience. 7) Mr. Bose stated he attended the <br />Hays-Caldwell Women's Center fundraiser, which was a successful event. 8) <br />Mr. Bose stated he also attended the Confederate Air Show on Sunday, May <br />22, 2005, which was an outstanding Air Show. 9) Mr. Taylor stated the City <br />Council and the Airport Commission held a Joint Workshop earlier today. He <br />thanked Chuck Nash, the Airport Commission and Staff for all the work they <br />did to prepare for the Joint Workshop. He stated he feels by closing one <br />of the runways, it will create additional economic development <br />opportunities. 10) Mayor Narvaiz provided a report regarding her National <br />League of Cities FAIR Steering Committee meeting she attended. 11) Mayor <br />Narvaiz stated she has received positive comments about how the San Marcos <br />City Council conducts business and are respectful to one another. 12) <br />Mayor Narvaiz congratulated Cheryl Warren-Norton on receiving an award from <br />Lone Star Girl Scouts for her involvement with Law Enforcement Appreciation <br />Day. 13) Mayor Narvaiz stated she witnessed 100 Gary Job Corps students <br />receiving their GED through Gary Job Corps and Hays County Literacy <br />Council. <br /> <br />Mayor Narvaiz introduced for consideration a Joint Public Hearing of the <br />City Council and Planning and Zoning Commission regarding the Draft Map for <br />the proposed City-Wide Rezoning, receive Draft Map and explanation of how <br />Map was prepared, refer the Map to the Planning and Zoning Commission for <br />additional public hearings and recommendations, and request that the <br />Revised Map be scheduled for a second Joint Public Hearing on August 16, <br />2005. Fred Terry, Vice Chair of Planning and Zoning Commission, introduced <br />Commissioners Ruben Becerra, Phillip Steed, Phil Hutchinson, Betsy <br />Robinson, Saul Gonzales and George Forrester. Mr. Terry stated the City of <br />San Marcos is proposing a City-Wide Rezoning. He stated this is being done <br />in zoning categories which are reflected in the new Land Development Code. <br />He also stated all property owners in San Marcos were mailed a notice <br />advising them of the rezoning process and the dates of two joint public <br />hearings. He stated the draft rezoning map is located on the City website. <br />He stated the Planning Department has also held two Open Houses to answer <br />property owners' questions. The Planning and Zoning Commission has nine <br />members and each member was given a section of the City to review, provide <br />status and evaluate their areas. He stated the next Public Hearing will be <br />held on August 16, 2005 with adoption of the City-Wide Rezoning on <br />September 30, 2005. Mayor Narvaiz opened the public hearing and asked if <br />anyone wished to speak. 1) Anna Boling stated she lives on Ranch Road 12, <br />where she also houses her small law practice. She stated she has a <br />Specific Use Permit, which needs to be renewed. She encouraged the Council <br />to rezone her property to Mixed Use. She stated with her property being <br />changed to Mixed Use, this would eliminate her from having to go through <br />the permit renewal process. Mayor Narvaiz asked if anyone else wished to <br />
