<br />40. <br />Regular Meeting <br /> <br />June 21, 2005 <br /> <br />Page 4 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE EXTENSION OF AN ANNUAL CONTRACT WITH INTERSTATE ELECTRIC <br />FOR THE PROVISION OF PUMP AND MOTOR REPAIR; AUTHORIZING THE PURCHASING <br />MANAGER TO EXECUTE THE APPROPRIATE DOCUMENTS RELATED TO THIS CONTRACT <br />EXTENSION ON BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE DATE. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING AN AGREEMENT BETWEEN THE CITY AND NAVIGANT CONSULTING, INC. <br />FOR THE PROVISION OF PROFESSIONAL CONSULTING SERVICES IN CONNECTION <br />WITH PROPOSED AMENDMENTS TO THE CITY'S WHOLESALE POWER AGREEMENT WITH <br />THE LOWER COLORADO RIVER AUTHORITY; AUTHORIZING THE CITY MANAGER TO <br />EXECUTE THIS AGREEMENT ON BEHALF OF THE CITY; AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />Mayor Narvaiz introduced for consideration approval of an Ordinance on <br />first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING SECTION 4.2.5.1 OF THE CITY LAND DEVELOPMENT CODE TO <br />DESIGNATE AN AREA WITHIN THE CITY AS THE BURLESON STREET HISTORIC <br />DISTRICT, ALONG THE 700 THROUGH 1000 BLOCKS OF BURLESON STREET, AND TO <br />DESIGNATE AN AREA WITHIN THE CITY AS THE LINDSEY-ROGERS HISTORIC <br />DISTRICT, ALONG THE 400 THROUGH 600 BLOCKS OF MOORE STREET, THE 70r: <br />BLOCK OF SMITH STREET, THE 500 AND 600 BLOCKS OF LINDSEY STREET, THI <br />500 AND 600 BLOCKS OF ROGERS STREET, THE 400 THROUGH 700 BLOCKS 01 <br />BLANCO STREET, THE 700 BLOCK OF VIOLA STREET, THE 300 THROUGH 500 <br />BLOCKS OF SCOTT STREET, THE 600 BLOCK OF BURT STREET, THE 600 AND 700 <br />BLOCKS OF MAURY STREET, AND THE 500 BLOCK OF HANSEN STREET; REVISING <br />THE BOUNDARIES OF THE BELVIN STREET HISTORIC DISTRICT TO INCLUDE <br />PROPERTIES IN THE 700 BLOCK OF BELVIN STREET, THE 200 BLOCK OF NORTH <br />JOHNSON AVENUE, AND THE 200 BLOCK OF NORTH MITCHELL STREET; INCLUDING <br />PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. <br /> <br />Mayor Narvaiz opened the public hearing and asked if anyone wished to <br />speak. 1) Rodney Vanouderkerke stated he is the Chair of the Historic <br />Preservation Commission. He stated the Historic Preservation Commission <br />held two neighborhood meetings to receive input from the residents. He <br />read a letter of support written by Mike and Cathy Dillon. He encouraged <br />the Council to support the proposed Ordinance and was present to answer any <br />questions. Mr. Taylor moved for approval of the Ordinance on first reading, <br />and Mr. Diaz seconded the motion. Mr. Mihalkanin stated he is a resident <br />of an historic district, but not the district being discussed tonight. He <br />stated he asked the Ethic Review Commission for an opinion whether he <br />should participate in the discussion regarding the proposed historic <br />districts. He stated the judgment from the Ethics Review Commission was <br />not to participate with any discussions regarding historic districts, and <br />he has chosen to follow their advice (Mr. Mihalkanin left the Council <br />
