Mr. Cobb stated the nearest <br />similar complex is in Pflugerville. Mr. Diaz inquired whether the City <br />would need to hire additional personnel. Mr. Cobb stated he is not sure <br />until the City gets further into the project. The Council then voted <br />unanimously for adoption of the Resolution. <br /> <br />Mayor Narvaiz introduced for consideration Item 20, removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF SAN MARCOS, TEXAS, APPROVING THE <br />PURCHASE OF TWO FORD CROWN VICTORIA POLICE INTERCEPTORS FOR THE CODE <br />ENFORCEMENT DEPARTMENT FROM PHILPOTT FORD THROUGH THE TEXAS BUILDING <br />AND PROCUREMENT COMMISSION; AUTHORIZING THE PURCHASING MANAGER TO <br />EXECUTE PURCHASING DOCUMENTS WITH THE STATE ON BEHALF OF THE CITY; AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Thomaides moved for adoption of the Resolution and Mr. Guerrero <br />seconded the motion. Mr. Bose inquired as to the purchase of two fully <br />loaded special pursuit vehicles for code enforcement officers. Mr. O'Leary <br />stated these two Crown Victorias are standard police vehicles for heavy <br />daily use. He stated one of the new Code Enforcement Officers will be a <br />certified Police Officer. The Council then voted unanimously for adoption <br />of the Resolution. <br /> <br />Mayor Narvaiz introduced for consideration Item 22, removed from the <br />consent agenda, approval of Change in Service Request #1 in the amount of <br />$30,574.33 with Dannenbaum Engineering for the Pass Through Toll Agreement. <br />Mr. Thomaides moved for approval of Change in Service Request #1 in the <br />amount of $30,574.33 with Dannenbaum Engineering for the Pass Through Toll <br />Agreement and Mr. Mihalkanin seconded the motion. Mr. Bose inquired as to <br />the cost estimate for the schematic design and negotiation. Mr. O'Leary <br />stated the original application was for TxDOT to consider a Pass Through <br />Toll, which Dannenbaum Engineering submitted on behalf of the City. He <br />stated there was a meeting with TxDOT Staff to determine what was needed <br />next. He stated the City needs to do more engineering work before the City <br />can negotiate with TxDOT. Mr. Thomaides stated this Change in Service will <br />made the City one step closer to Wonder World Extension. Mr. O'Leary <br />stated this request is one step closer, but the City will need to go back <br />to TxDOT in August with a plan. Mr. Bose asked for an update from <br />Dannenbaum Engineering. Bill Burnett, Dannenbaum Engineering, stated the <br />City hired Dannenbaum Engineering to put together a preliminary application <br />for TxDOT. He stated TxDOT is now requiring detailed cost estimates, which <br />is the second step towards negotiation. Mr. Diaz inquired as to the <br />process of the Pass Through Toll. Mr. Burnett stated he feels the Pass <br />Through Toll should be called Pass Through financing. He stated Senate <br />Bill 3588 allows municipalities and other entities to build projects. He <br />
