<br />Regular Meeting <br /> <br />July 5, 2005 <br /> <br />68. <br />Page 9 <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE TRAFFIC REGISTER MAINTAINED UNDER SECTION 82.067 OF THE <br />SAN MARCOS CITY CODE TO ADD THE NORTH SIDE OF THE 400 BLOCK OF <br />BURLESON STREET AS A UNO PARKING - TOW AWAY MON.-SAT. 8:00 A.M.-6:00 <br />P.M." ZONE; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR <br />PENALTIES. <br /> <br />Mr. Guerrero moved for approval <br />Mihalkanin seconded the motion. <br />provide a map before the second <br />unanimously for approval of the <br /> <br />of the Ordinance on first reading, and Mr. <br />Mr. Mihalkanin asked Staff to please <br />reading. The Council then voted <br />Ordinance on first reading. <br /> <br />Mayor Narvaiz introduced for consider approval of an Ordinance on first <br />reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING CHAPTER 26, CIVIL EMERGENCIES, OF THE CITY CODE TO ADOPT <br />FEDERAL EMERGENCY SYSTEM INCIDENT MANAGEMENT STANDARDS; INCLUDING <br />PROCEDURAL PROVISIONS. <br /> <br />Mr. Guerrero moved for approval of the Ordinance on first reading, and Mr. <br />Mihalkanin seconded the motion, which passed unanimously. <br /> <br />Mayor Narvaiz introduced a discussion regarding economic development <br />request for proposal evaluation process. Mr. O'Leary stated he needs <br />direction how to proceed with the economic development proposal process. <br />He stated he needs direction on whether Staff should interview the <br />prospects or will the Council interview the prospects. He also inquired as <br />to whether the Council wants Staff to provide a proposal. Mr. Thomaides, <br />Mr. Guerrero and Mr. Bose stated they would like Council to interview the <br />prospects. Mayor Narvaiz and Mr. Mihalkanin stated they felt Staff should <br />review the RFPs, provide the Council with a recommendation and then Council <br />conduct interviews with the three prospects. Mr. Diaz stated he does not <br />have a preference on how the proposal evaluation process should be handled. <br />Mr. Thomaides stated he feels the Council should at some point visit with <br />the three prospects because of the funding amount. Mr. Mark Taylor <br />suggested the Council should bring back the discussion when all Council <br />Members are present, so the Council can come to a consensus. Mr. O'Leary <br />stated the Council will need to hold Special Meetings. Mr. Thomaides <br />inquired if the City will have to go with one of the prospects or can the <br />Council renew the current contracts. Mayor Narvaiz stated she feels the <br />Council will need to choose one of the three prospects, or reject all three <br />bids and begin the RFP process again. Mr. Mark Taylor stated the Council <br />will need to choose one of the three prospects or reject all three bids. <br />He stated the Council did reserve the motion to request a proposal from <br />Staff.
