<br />67. <br />Regular Meeting <br /> <br />July 5, 2005 <br /> <br />Page 8 <br /> <br />for the approval of expenditure from General Fund contingency in the amount <br />of $10,000.00 to remove vegetation mats in the San Marcos River. <br /> <br />Mayor Narvaiz introduced for consideration approval of two appointments to <br />the Youth Commission. Mr. Mihalkanin moved to appoint Sarah Flaherty, <br />which passed unanimously. The remaining appointment will be rescheduled. <br /> <br />Mayor Narvaiz introduced for consideration approval of two appointments to <br />the Human Services Advisory Board. Mr. Mihalkanin moved to appoint Bret <br />Laws as a member of the Human Services Advisory Board, which passed <br />unanimously. The remaining appointment will be rescheduled. <br /> <br />Mayor Narvaiz introduced for consideration a public hearing to accept <br />comments on the reallocation of funds for 2005 Community Development Block <br />Grant (CDBG) Projects. Mayor Narvaiz opened the public hearing and asked <br />if anyone wished to speak. No one did, so Mayor Narvaiz closed the public <br />hearing. <br /> <br />Mayor Narvaiz introduced for consideration a public hearing and adoption of <br />a Resolution, the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE ALLOCATION OF 2005 COMMUNITY DEVELOPMENT BLOCK GRANT <br />(CDBG) FUNDING; AUTHORIZING THE CITY MANAGER TO ACT AS THE OFFICIAL <br />REPRESENTATIVE OF THE CITY IN MATTERS RELATED TO THE GRANT PROGRAM; <br />AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Narvaiz opened the public hearing and asked if anyone wished to <br />speak. Amy Parham thanked the City Council for their support with the <br />allocation of 2005 Community Development Block Grant funding. Mayor <br />Narvaiz asked if anyone else wished to speak. No one did, so Mayor Narvaiz <br />closed the public hearing. Mr. Diaz moved for adoption of the Resolution, <br />and Mr. Guerrero seconded the motion, which passed unanimously. <br /> <br />Mayor Narvaiz introduced for consideration adoption of a Resolution, the <br />caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE CITIZEN PARTICIPATION PLAN SECTION OF THE COMMUNITY <br />DEVELOPMENT BLOCK GRANT PROGRAM CONSOLIDATED PLAN FOR FISCAL YEARS <br />2005-2009; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Mihalkanin moved for adoption of the Resolution and Mr. Guerrero <br />seconded the motion, which passed unanimously. <br /> <br />Mayor Narvaiz introduced for consideration approval of an Ordinance on <br />first reading, the caption which was read as follows: <br />
