data and convert these models to HEC-RAS format The Engineer will geo-reference the HEC-
RAS model for correlation with the City GIS data, using the HEC-Geo-RAS extension in
ArcView 3.2.

1.8.2 Develop flood profiles for the 2-year, 10-year, 25-year, and 100 year frequency storm
events for the existing watershed conditions.

1.8.3 Develop a flood profile for the fully developed 100 year watershed conditions. The
Engineer may include a floodway run for existing conditions.

1.8.4 The Engineer may elect to use WISE software to delineate floodplain boundaries, as this
software is increasingly being used in association with FEMA Map Modernization activities.

1.8.5 Prepare for and attend Advisory Committee meetings numbers 5 and 6.

1.9 TASK 8 - EVALUATION OF FLOOD PROTECTION CRITERIA

The Engineer will:

1.9.1 Meet with the Advisory Committee to review existing design flood criteria (2-year, 10-
year, 25-year, 100-year ultimate) for the problem areas in order to determine a desirable and/or
acceptable level of protection within each problem watershed area.

1.9.2 Prepare for and attend Advisory Committee meeting number 6.

1.10 TASK 9 - REVIEW OF FLOOD PROTECTION MEASURES AND
ALTERNATIVES TO BE EVALUATED

The Engineer will:

1.10.1 Meet with the Advisory Committee to establish no more than six scenarios for flood
protection measures and alternatives to be studied by the Engineer in preliminary detail. The
Engineer will include structural and non-structural flood protection measures as independent or
combination solutions such as:

a) Blanco River - an upstream detention reservoir, a bypass channel, or a pump and
levee system;
b) For other areas, channel improvements and culvert upgrades; and
c) Buy-out and flood-proofing measures as alternatives, particularly for
repetitive loss structures and public infrastructure and utilities.

1.10.2 Depending on their complexity, and with input from the Advisory Committee, identify
and evaluate up to six flood protection scenarios under existing and future conditions.

1.10.3 Prepare for and attend Advisory Committee meeting number 7.
Espey Agreement

5
