San Marcos Floodplain Management Plan: A Sustai1Ulble Future for Floodplain Management
Application for Flood Protection Study Grant

possibly the USGS and National Wea.ther Service. GBRA has done extensive
work in developing and densifying its existing rainfall gauge network, and has
done so in close coordination with NWS. USGS is the entity which has been
developing and maintaining the basic stream flow network in Texas. The grant
will enable these entities to bring their respective plans for expansion of the
network together and communicate and plan a more efficient network together.

Second, the potential may exist to develop a dual-purpose flood control/water
supply reservoir. Close coordination with the expertise of the EAA will be
required. The funding for these topics will involve in-kind services of these
respective entities outside of the grant funds requested, yet coordination and
sharing of information gathered under the requested grant funding activities are
critical to the success of these investigations.

15)FinaI Deliverables - At the conclusion of the planning, analysis, and first two
public input meetings, a final plan will be prepared and presented at a public
meeting. Final deliverables will be presented to the TWDB following this
meeting. The deliverables will likely include maps, technical analysis and
supporting documentatio~ and the implementation and phasing plan, supported
by the cost-benefit analysis. Other material which will likely be included in the
final deliverable will be the elevation certificates prepared for residents in need, a
strategic plan for the expansion of the early warning system/flood forecast system,
a strategic plan for implementation of any dual-purpose facilities with EAA, and
specific discussion on any non-structural solutions which may be developed.

29. A task budget for detailed scope of work by task.
A task budget, and expense budget for the project are provided in Attachment 7.

30. A time schedule for completing detailed scope of work by task.
The duration of the total project is anticipated to be approximately 21 months. The
schedule, including public hearings, is presented in Attachment 6.

31. An expense budget by category for detailed scope of work.
The expense budget is presented in Attachment 7.

32. Qualifications and direct experience of proposed project staff.
Resumes for potential engineering consultant that may be involved in the proposed study
are included in Attachment 8.

33. Identify the watershed(s) for which flood protection needs will be addressed.
The proposed planning will address flood protection needs in the following watersheds:
Blanco River San Marcos River
Sink Creek Cottonwood Creek
Willow Springs Creek Purgatory Creek
Bypass Creek

M:\activeI04POJ 2 San.
