<br />San Marcos Floodplain Management Plan: A Sustainable Future for Floodplain Management <br />Application for Flood Protection Study Grant <br /> <br />34. A description of how Dood protection needs of the entire watershed will be <br />considered. <br />The watersheds selected for study are in varying levels of development. New <br />development, predominantly in the upper reaches of the watersheds, is managed by the <br />Citfs development ordinances and the floodplain management ordinance. Structural <br />improvements in these new developments will be built with consideration of ultimate <br />watershed conditions and include provision for any of the specific structural solutions <br />identified in the scope of this planning project Coordination with Hays County during <br />the development review process will be critical, particularly in areas within the ETJ, but <br />this planning project will enable both the City and County to plan for and implement the <br />identified solutions based on a common understanding of the entire flood protection <br />needs of the watershed. <br /> <br />Older development in the watersheds, which is most affected by the floodplain (pre-FIS), <br />will likely be protected by detention upstream and possible channel improvements. <br />However, the impact of all improvements will be considered with respect to maintaining <br />or lowering BFEs throughout the watershed, such that flood protection is achieved to the <br />maximum extent possible. <br /> <br />The floodplain maps to be generated in this project will include the lOO-year and lOO- <br />year ultimate floodplains with base flood elevations. This information will provide the <br />basis for the improvements and possible FEMA floodplain map revision. The City will <br />use this information for floodplain management as part of their admini~tration of the <br />NFIP. The improvements identified and prioritized in the implementation and phasing <br />plan include, by virtue of the process described in this scope, a comprehensive <br />understanding of the environmental resources and constraints, benefits, and costs <br />associated with meeting the flood protection needs of the City. <br /> <br />35. Method of monitoring study progress. <br />The progress of the study will be monitored generally according to the proposed work <br />schedule and interim deliverables and public meetings. A total of 15 progress meetings <br />of the stakeholders/advisory committee will be held to discuss the study and any issues <br />which may be causing delay. These meetings will essentially follow a monthly schedule, <br />with some shifting to be expected. In addition, progress reports itemized by task will be <br />prepared and submitted to the TWDB with each invoice for payment of project-related <br />costs. <br /> <br />Further, at each of these monthly meetings, a qualitative assessment of the six goals of <br />the project will be made. This will serve to keep all parties close to the overall mission of <br />the project - the development of a sustainable flood protection plan..
