Engineer I1Engineer II. 1989 - 1990 <br /> <br />EXPERIENCE <br /> <br />Mr. Koogler has over 14 years of experience in a broad range of water resources engineering and land <br />development professional services including storm drainage and flood control systems, sediment and <br />erosion control systems, hydrologic and hydraulic modeling, NPDES permitting, water distribution <br />systems, wastewater collection systems, road layout and design, dry utility relocation, wastewater <br />treatment plants and water supply plants, bid/construction administration, FEMA map revisions, <br />feasibility studies, quantity/cost estimating, value engineering and surveying. Through these projects, Mr. <br />Koogler has gained significant experience with computer models such as HEC-l, HEC-HM:S, BEC-2, <br />HEC-RAS, WSP2, SWMM, ICPR, HMR-52, TR-20, TR-55, WinStorm, DAMBRK, HEC-GeoRAS, <br />ArcView, ArcInfo and other associated computer mterfaces. An Emergency Action Plan is a formal document that <br />identifies potential emergency conditions at a dam and specifies preplanned actions to be followed to <br />minim17.e property flood damage and loss of life. Inundation maps of the San Jacinto River and Bear <br />Branch Creek are developed for the case of a dam failure to identify the critical flood areas for emergency <br />management authorities. The EAP will also specify actions the San Jacinto River Authority should take <br />to moderate or alleviate the emergency conditions at the dam.
