Jim Koogler. P.E.. CFM

assist the San Jacinto River Authority in issuing early warning and notification messages to responsible
downstream emergency management authorities of the emergency situation.

Legends Ranch - Montgomery County, Texas: Mr. Koogler is responsible for the master drainage plan
and implementation plan for the Legends Ranch Development in southern Montgomery County. The
1400+ acre project will include single family, commercial and park area in the Woodsons Gully
watershed in southern Montgomery County near The Woodlands, Texas. The project involves
determination of the baseline hydrology and hydraulics, drainage infrastructure plan, pump detention
facilities, preparation of the LOMR., and determination of an implementation plan. A unique feature of
this project involves the design of the 450 ac-ft regional detention basin with a 200,000 gpm stonnwater
pump facility. The pumps include a small jockey pump, one (1) nO-horsepower 20,OOO-gpm pump, one
(1) 170-horsepower 30,000-gpm pump, and three (3) 315-horsepower 50,OOO-gpm pumps. The pumps
are close-coupled units with axial propellers in a wet well installation. Auxiliary power is provided by
diesel fuel generators. Digital terrain models were developed using LIDAR. to produce topographic map
data. The planning portion of this project includes the application of the selected hydrologic approach
for modeling various phases of development, and design of drainage channels and detention to facilitate
future development.

Houston Airport System, Westside Wetland Mitigation Project: Performed the water budget analysis
and the hydrologic and hydraulic analysis for the system of wetlands created at the former westside
airport property in eastern Waller County, Texas for the Houston Airport System. Design responsibilities
included creation of a series of non-forested prairie wetlands and supporting prairie upland habitat and the
associated outfall structures and spillways. A water budget analysis was conducted to determine the
feasibility of maintaining the series ofwet1ands on the project site. Hydrologic models were developed to
evaluate potential hydrologic impacts on surrounding areas upstream and downstream form the site. The
wetland creation compensates for the wetland impacts resulting from the construction and operation of
proposed runway 8L-26R and associated near-term master plan projects at the George Bush
Intercontinental Airport.

Benders Landing Development Master Drainage Plan - Montgomery County, Texas: Mr. Koogler
performed the hydrologic and hydraulic analysis and developed the implementation plan for the system of
canals and lakes within the 1100 acre single family residential development. Digital terrain models were
developed using a combination ofLIDAR and conventional field survey to determine field conditions and
develop cross sections. The system of canals and lakes are designed to prevent flooding and to lower the
base flood elevation (BFE) to within banks. Stormwater detention is included on top of the normal pools
of each amenity lake and canal. A request for Conditional Letter of Map Revision (CLOI\.1.R) from
FEMA was prepared to revise the floodplain through the site. A water budget analysis was conducted to
determine the feasibility of maintaining the series of amenity lakes.

Riverwalk Subdivision - Montgomery County, Texas: Project elements of this 1600+ acre single
family residential development consisted of design of the water supply plant, water distribution system,
development of a master drainage plan. roadway design and construction inspection. Riverwalk
subdivision will ultimately include a 60+ acre lake and attendant recreational facilities. The projects
hydrologic and hydraulic impacts were analyzed using the HEC-l and HEC-2 programs.

Riley FnzzeI Rd/Grand Parkway - Harris County, Texas: Mr. Koogler performed the hydrologic and
hydraulic analysis and design associated with the roadway drainage system and the proposed bridge at
Spring Creek. Spring Creek drainage analysis and design included: hydraulic impact analysis to Spring
Creek (HEC-2/HEC-RAS), bridge scour analysis, preparation of the CLOMR., and floodplain cut and fill
balance calculations. Local drainage analysis included ''in-line'' stormwater detention provided in
roadside ditches and analysis and design of cross drainage structures.

Espey Consultants, Inc.

Exhibit A, Page 73
