Jim Koogler, F.E.. CFM

Suncreek Ranch Development - Brazoria County, Texas: Mr. Koogler conducted the hydrologic and
hydraulic impact analysis of the proposed 464 acre single family residential development in this flood
sensitive area. The U.S. Army Corps of Engineers' HEC-l and HEC-RAS computer programs were
implemented to determine the baseline hydrology and hydraulics and the least cost alternative analyses.
This study also included a floodway impact analysis of Oyster Creek utilizing the effective HEC-2 FEMA
model.

Longmire on Lake Conroe Subdivision - Conroe, Texas: Complete civil engineering services for
design, permitting, and construction of all subdivision infrastructure. Design elements of this project
consisted of wastewater collection system, wastewater trea1ment facility, water distribution system water
supply system, storm water collection system and paving for a 53 acre single family residential system on
Lake Conroe in Montgomery County, Texas.

Weatherford Well Screen Production Facility - Harris County, Texas: Mr. Koogler performed the
hydrologic impact analysis, stonnsewer design and pump detention facility design for the expansion of
the Weatherford U.s., L.P. well screen production facility located on AIrline Westfield Road in northern
Harris County, Texas. Because the AIdine Westfield roadside ditch is not deep enough to accommodate a
gravity stormsewer system, the on-site detention facility proposed to serve the Weatherford site expansion
consisted of a detention basin with a stormwater pump facility. The facility consists of a system of 3
ptunps: two (2) 2,500 gpm pumps (100% backup), and one (1) 400 gpm jockey pump. Based on
alternative cost analysis, it was determined that pumps should be sized for 67% of pre-developed runoff.
The large decrease in peak stormwater runoff has an additional benefit of conservatism in this flood
sensitive area.

Exxon Tract - Harris County, Texas: The 105 acre corrnnercial development is located at the
southwest comer of FM 2351 and SH 3. Mr. Koogler is responsible for design of the pump detention
facilities, drainage infrastructure plan, and hydrologic and hydraulic impact analysis. The planned land
uses of the development include commercial, multi.family residential and a church facility to be
developed in three phases. The drainage infrastructure will direct all nmoff to the central detention
facilities. Due to a shallow outfall point, a stormwater pumping facility will pump discharge under PM
2351 to several existing box culverts under SH 3 and hence to Horsepen Branch. The storm water pump
facility will be comprised of five (5) 10,OOO-gprn submersible motor pumps with axial impellers with one
alternating as a backup in case of failure. Auxiliary power will be provided by diesel fuel generators.

City of Magnolia Wastewater Master Plan - Magnolia, Texas: Project manager responsible for
developing a long-range wastewater master plan for the city's regional wastewater system. Project
elements included wastewater flow projections, wastewater treatment options evaluation, conveyance
system alternatives evaluation, and consideration of previous studies and planned capital projects. The
master plan will be used to assist in developing budgets, preparing grant applications and to help maintain
growth capabilities in order to provide services to a growing and prosperous city.

City of Magnolia Wastewater Treatment Plant Expansion - Magnolia, Texas: Project consisted of
expansion of the wastewater treatment plant to 300,000 gpd funded by the Texas Department of Housing
and Community Affairs. Elements of this project consisted of detailed design and permitting of the
wastewater treatment plant, soil and foundation investigations, preparation of bid and contract documents
and construction administration.

Del Lago Resort and Conference Center Wastewater Treatment Plant Expansion - Montgomery
County, Texas: Project engineer responsible for developing a predesign engineering report and
feasibility study for the expansion of the existing wastewater treatment plant to 500,000 gpd. Project

Espey Consultants, Inc.

Exhibit A, Page 74

Page 3 of4
